■ describe land use trends in the project area, including conversion of range and <br /> wild lands to cultivated crops and conversion of cropland to development; <br /> • examine the economic viability of agriculture located in the project area, <br /> especially rangeland and grape production; <br /> ■ qualitatively evaluate the potential for conversion of agricultural lands to non- <br /> agricultural uses; <br /> ■ identify Williamson Act requirements, CEQA requirements, and county general <br /> plan policies regarding conversion of prime and other farmlands to nonfarm uses, <br /> particularly to golf courses; <br /> ■ describe county right-to-farm and farmland conservation ordinances, if any; <br /> ■ identify any impact fees or special taxes applied to projects converting farmland; <br /> ■ describe policies and procedures for establishing a conservation easement for the <br /> project site or a portion of the project site; and <br /> ■ describe requirements for maintaining public access to the Mokelumne River and <br /> examine the feasibility of providing limited public access. <br /> The "Impacts" section will assess the land use and agricultural resource impacts of <br /> developing the site as proposed. For the land use analysis, Jones & Stokes Associates will: <br /> ■ describe direct changes in land use that would occur with the project; <br /> ■ identify potential impacts of the project on adjacent land uses and potential <br /> impacts of adjacent land uses on project; <br /> ■ describe potential growth-inducing effects on land surrounding the project area; <br /> ■ identify potential impacts of public river access on adjacent landowners; <br /> ■ examine potential impacts on adjacent vineyards from quarry operations <br /> associated with the project; <br />" ■ examine surrounding land use compatibility and identify potential urban- <br /> agricultural conflicts such as dust generation,pesticide drift, and impacts from the <br /> d presence of livestock; <br /> ■ discuss the effect of lake excavation on soil fertility and the future potential of <br /> the lakes for restoration; <br /> ■ discuss the potential effects of creating lakes on mosquito populations; and <br /> III-3 <br />
