impacts of truck traffic enroute to public facilities by identifying the frequency and duration <br /> of hauling, identifying the probable haul route, and estimating traffic indices for the haul <br /> route. <br /> Jones & Stokes Associates will assess the significance of such impacts and identify <br /> feasible mitigation measures. <br /> Daily Traffic Generation <br /> Traffic projected to be generated by 26 homesites and a golf course would not <br /> generally be considered cause for a detailed traffic study. The Institute of Traffic Engineers <br /> (ITE) guidelines suggest that projects generating less than 100 peak-hour trips and requiring <br /> less than 5% of a given facilities capacity do not require traffic impact analysis. This scope <br /> of work has been prepared assuming that a detailed traffic study is not necessary. In <br /> comments on the NOP, however, Caltrans staff indicated that they desired a detailed <br /> analysis of the impacts of traffic on the State Route 99 (SR 99)/Jahant Road and <br /> SR 99/Liberty Road interchanges. Jones & Stokes Associates has not been able to reach <br /> Caltrans staff to discuss this issue. This scope and cost estimate may be amended if such <br /> analysis is necessary because of Caltrans'concerns or as additional information may indicate. <br /> Jones & Stokes Associates will identify the impacts of trip generation by completing <br /> the following tasks: <br /> ■ review previous traffic studies that have been conducted in the project area to <br /> identify applicable data to be used in the EIR; <br /> ■ describe the existing transportation network, including major roadways, critical <br /> intersections, type of intersection controls, and public transit in the project area; <br /> ■ develop residential and golf course trip generation estimates for the p.m. peak <br /> period and estimates of average daily trip totals. The trip generation estimates <br /> will be based on rates published by ITE and other sources considered to be <br /> appropriate; <br /> ■ describe the physical condition, design, and right-of-way of Jahant and Forest <br /> Lake Roads; and <br /> ■ identify impacts and define the type and levels of feasible mitigation measures <br /> in consultation with county staff. <br /> III-6 <br />
