Occasional Traffic Generated by Special Events <br /> The proposed project includes yearly special events to be held at the golf course. To <br /> identify the impacts of such events on traffic and parking, Jones & Stokes Associates will: <br /> ■ develop average daily totals for traffic generated at golf course special events; <br /> trip generation estimates will be based on information provided by the developer <br /> regarding the type and magnitude of the special events, rates published by ITE <br /> and other sources considered to be appropriate; <br /> ■ identify parking generated by the golf course for both daily use and special <br /> events; <br /> ■ compare projected parking demand with parking supply included in the proposed <br /> project plans; and <br /> ■ characterize the significance of parking and traffic-related impacts and define the <br /> type and levels of feasible mitigation measures in consultation with county staff. <br /> Abandonment of Forest Lake Road <br /> For security reasons, the proposed project includes abandonment of Forest Lake <br /> Road by the county, with subsequent maintenance as a private facility. To assess the <br /> impacts of abandonment, Jones & Stokes Associates will: <br /> ■ review the circulation element of the San Joaquin County General Plan to ensure <br /> that abandonment of Forest Lake Road would not interfere with county plans, <br /> ■ describe the number of properties and associated land uses currently provided <br /> access via Forest Lake Road in terms of traffic generation characteristics, <br /> ■ identify San Joaquin County roadway standards and long-term maintenance <br /> needs, and <br /> ■ identify the significance of such impacts and define the type and levels of feasible <br /> mitigation measures in consultation with county staff. <br /> Circulation and Site Ingress/Egress <br /> The primary issue regarding circulation is that of limited ingress/egress. The <br /> proposed project plans include primary access through Forest Lake Road. Emergency <br /> access would be provided by an unpaved gravel road connecting the site to Jahant Road. <br /> To assess the impacts of circulation and ingress/egress, Jones & Stokes Associates will: <br /> ■ assess internal circulation and project site access, <br /> III-7 <br />
