address the CCAA,Jones& Stokes Associates will discuss measures required to comply with
local air quality management programs and policies.
CHAPTER 8. NOISE
The primary noise issues are related to excavation, soil hauling, and construction.
To assess the impacts, Jones & Stokes Associates will:
■ review the San Joaquin County General Plan Noise Element and any applicable
noise ordinances;
■ identify noise-sensitive land uses in the project and haul route vicinity;
■ discuss available data on existing noise levels in the project vicinity;
■ perform 24-hour noise monitoring at three locations on the project site if
conditions provide adequate instrument security, or perform shorter term noise
monitoring at three or more locations on the project site;
■ summarize ambient noise monitoring data collected on the project site;
■ estimate excavation- and haul-traffic-related noise in the project vicinity using
appropriate traffic noise models and perform quantitative analyses; and
■ identify impacts and define the type and levels of feasible mitigation measures.
CHAPTER 9. GEOLOGY AND SOILS
Jones & Stokes Associates will prepare the "Geology and Soils" chapter with the
assistance of Kleinfelder. Jones & Stokes Associates will address the issues of topography,
seismicity, and soils while Kleinfelder will address the issue of septic system suitability. This
scope does not include analysis of the issue of lake permeability because it is our
understanding that this issue has been addressed by Lowry & Associates. The scope also
does not include the assessment of environmental characteristics,particularly those involving
hazardous substances. Finally, for a project such as this, it is likely that the county will
required nitrate content testing on groundwater beneath the site and possibly a nitrate-
loading study. If nitrate is identified as a concern, the scope will be modified as necessary.
III-9
