■ prepare a detailed report with site location maps and scaled site maps for <br /> submittal to the county as confidential information. <br /> The "Impacts" section will discuss the nature of each resource, the condition of each <br /> site, evaluate site significance (where sufficient data are available), and present recommen- <br /> dations for mitigation. Where the data are insufficient to evaluate a site, a testing plan will <br /> be presented, if required, as part of the mitigation measures. <br /> CHAPTER 14. ALTERNATIVES TO THE PROJECT <br /> The purpose of the "Alternatives to the Project" chapter is to present background <br /> information on alternatives considered and rejected, and a qualitative comparison of the <br /> impacts and mitigation measures associated with various alternatives. Alternatives to be <br /> discussed in the EIR will be selected by county staff; however, at this time we anticipate <br /> some variation of the following alternatives: <br /> ■ restoration project only, <br /> ■ restoration project with 26 homesites (no golf course), <br /> ■ restoration project with golf course (no homesites), and <br /> ■ restoration project with homesites and golf course with no bridge crossing the <br /> Mokelumne River. <br /> CHAPTER 15. CUMULATIVE ANALYSIS <br /> The purpose of the "Cumulative Analysis" chapter is to present the county's logic and <br /> approach to analyzing cumulative issues. Based on our current understanding of the project, <br /> we have identified three areas of concern: , traffic, air quality, and biological resources. <br /> Traffic is a concern as it relates to short-term hauling of the excavated material from <br /> the lakebeds. If the traffic route goes through Thornton or an area with limited traffic <br /> capacity, traffic from the project combined with that from other projects may become a <br /> concem. <br /> Cumulative air quality impacts are of concern also,primarily because of the proposed <br /> excavation of the lakebeds but also because of ozone precursor emissions. <br /> Although the project is proposing substantial enhancement and restoration, <br /> cumulative impacts on biological resources may be of concern because of other projects in <br /> the county. <br /> III-21 <br />
