Section V. Related Experience
JONES & STOKES ASSOCIATES, INC.
Relevant Projects in San Joaquin County
Guild Wineries - Del Rio Winery Biotic Resources Survey
Jones&Stokes Associates conducted an inventory of botanical and wildlife resources
in a riparian forest site on the banks of the Mokelumne River near Lodi. An assessment
was made of potential impacts to these resources from proposed subdivision and residential
development in previously disturbed portions of the site. Mitigation measures were
suggested that could be incorporated into development plans to minimize impacts to riparian
vegetation and wildlife.
City of Lodi - Mayor's Growth Management Task Force
Jones & Stokes Associates was retained by the City of Lodi to provide advice on
growth management to a 10-member task force appointed by the mayor. Lodi was one of
the first cities in California to enact an agricultural land protection ordinance through the
initiative process. In 1986, the ordinance was declared invalid as a result of a legal
challenge. The city's mayor convened a task force to explore alternative types of growth
control measures.
Jones & Stokes Associates' role was to attend task force meetings and advise the
members about different approaches to growth control. This responsibility involved
researching growth control ordinances enacted in other cities, preparing summary reports
to the task force, and making presentations at task force meetings. Jones & Stokes
Associates guided the task force in its search for a legally defensible growth management
system and prepared the policies for a growth management element of the city general plan.
The recommended growth management program received unanimous recommendation of
the planning commission and will be included in the city's general plan update as a growth
management element.
V-1
