City of Lodi - White Slough Wastewater Expansion EIR
Jones & Stokes Associates was retained by the City of Lodi to prepare draft and final
EIRs for its planned expansion of the White Slough water pollution control facility. The
White Slough facility is located 4 miles west of Lodi in northern San Joaquin County,
California, on the edge of the Sacramento-San Joaquin River Delta. Its service area
includes all of the City of Lodi.
Planning for expansion of the facility included increasing plant capacity from 5.8 to
8.5 million gallons per day and modifying the disposal scheme, which provided for discharge
to the Delta waterway system and irrigation of city-owned agricultural land. Jones & Stokes
Associates investigated alternative disposal schemes, including increased reliance on
irrigation disposal to reduce surface water discharges and increased reliance on surface
water discharges to reduce the need to purchase more irrigation land.
Growth issues are a major concern in the Lodi area, so Jones & Stokes Associates
conducted a thorough analysis of the influence treatment capacity expansion would have on
local growth. The EIR described growth-inducing impacts on local traffic volumes, land use
conversion, soil resources, public services and facilities, noise generation, and regional air
quality. The direct impact analysis focused primarily on the potential for long-term soil
contamination, groundwater degradation, surface water quality changes, and public health
risks associated with the wastewater disposal operations.
City of Lodi - Century Meadows EIR
Jones & Stokes Associates prepared draft and final EIRs for the Century Meadows
project located near the City of Lodi. The 160-acre project involved constructing 806 single
family dwellings. Although it is located outside the existing city limits, the project site was
within a greenbelt established by city voters to preserve agricultural uses.
The EIR focused on the conversion of agricultural soils, generation of increased
traffic, degradation of air quality, adequacy of public service capacities and infrastructure,
and compatibility with adjacent land uses. The land use evaluation included consideration
of a general plan amendment, prezoning annexation, and development review prior to
review of the project by the city electorate.
Grupe Development Company - Brookside EIR
Jones & Stokes Associates was retained by the Grupe Development Company of
Stockton, California, to prepared an EIR for the proposed Brookside community in west
Stockton. The City of Stockton was the lead agency for the EIR. The 1,200-acre project
involved development of a major new master-planned community and included more than
4,000 residential units, a commercial center, schools, parks, and a golf course and marina.
V-2
