Several additional federal documents were prepared as appendices to the EA/IS. <br /> These documents included a National Historic Preservation Act (Section 106) report, an <br /> Executive Order 11988 (Floodplain Management) location hydraulic study, an Endangered <br /> Species Act (Section 7) biological assessment, an Executive Order 11990 (Protection of <br /> Wetlands) evaluation, and a Federal Highway Section 4(f) evaluation. <br /> San Joaquin County - CEQA Workshop <br /> Jones & Stokes Associates organized and presented an in-house training workshop <br /> for the staff of the San Joaquin County Planning Department. The workshop covered the <br /> practical aspects of implementing CEQA. Topics discussed included the use of negative <br /> declarations, EIR preparation, steps in the CEQA review process, cumulative impacts, and <br /> other issues involved in local government CEQA implementation. <br /> A. G. Spanos - Spanos Park Mitigation Plan, Stockton <br /> Jones & Stokes Associates prepared a wetland and riparian restoration plan for the <br /> A. G. Spanos Park development north of Stockton. The purpose of the plan was to present <br /> a program for mitigating the impacts to wetlands that fall under the Corps'jurisdiction and <br /> to meet mitigation requirements under CEQA. The plan recommended utilization of <br /> setback levees to allow construction and enhancement of wetland and riparian habitat within <br /> the floodway of a previously channelized flood control structure along Bear Creek. The <br /> plan included design of approximately 25 acres of new wildlife habitat and provided specific <br /> recommendations on wetland and riparian restoration and enhancement, including <br /> recommendations on necessary site preparation; hydrologic and grade elevation changes; <br /> plant material selection, acquisition, and installation; irrigation; and long-term maintenance <br /> and monitoring. <br /> Grupe Development Company - Brookside Habitat Compensation Site <br /> Jones & Stokes Associates restoration ecologists and wildlife biologists facilitated a <br /> public participation workshop to design a mitigation wetland and riparian habitat on 50 <br /> acres of farmland in the north Delta. Jones & Stokes Associates staff will develop design <br /> criteria, plans, and specifications for the site of the new wetland habitat, sponsored by the <br /> Grupe Development Company as part of the Brookside subdivision project. Wildlife species <br /> of concern include the sandhill crane, black rail, giant garter snake, and waterbirds. The <br /> site will be graded to create a mosaic of habitat types and native vegetation in relation to <br /> various water levels. <br /> V-4 <br />
