The conversion of agricultural land was identified as a major issue during the <br /> preparation of the EIR. The impact evaluation focused on annexation, the loss of prime <br /> agricultural land, the loss of agricultural production, the consistency of the project with <br /> California Land Conservation Act (Williamson Act) requirements, and impacts on adjacent <br /> agricultural lands. Loss of biological resources,public access to the adjacent waterways, and <br /> traffic and air quality were also important issues in the study. <br /> Grupe Development Company - Morada Lane EIR <br /> Jones & Stokes Associates was retained by the Grupe Development Company of <br /> Stockton, California, to prepare an EIR for the Morada Lane project in north Stockton. <br /> The 464-acre project contained primarily residential uses but also included commercial land <br /> uses and public uses, such as schools and parks. The EIR covered a broad range of issues, <br /> including impacts resulting from the loss of agricultural land. The agricultural lands impact <br /> evaluation identified the value of existing agricultural uses, discussed the compatibility of <br /> the project with nearby agricultural operations, evaluated the consistency of the project with <br /> the Williamson Act requirements, and assessed the probability of the project encouraging <br /> further conversions of agricultural land. Mitigation measures were designed to protect <br /> surrounding agricultural lands and included physical buffers around the project, greenbelts, <br /> right-to-farm ordinances,and other innovative methods of farmland conservation. Other key <br /> issues included traffic, public services, and air quality. <br /> Catherine Hackney - Spanos Park and Harbor Cove Air Quality Analyses <br /> Jones & Stokes Associates provided air quality modeling analyses for EIRs on the <br /> Spanos Park and Harbor Cove projects in Stockton, California. These analyses used the <br /> CAL INE3 dispersion model and EMFAC7PC vehicle emission rates. A special Jones & <br /> Stokes Associates program was used to determine vehicle mixes and operating mode <br /> conditions for different types of roadways. Other analyses included estimates of smog <br /> precursor emissions from traffic associated with two alternative development intensities on <br /> the project sites. No carbon monoxide"hot spot"problems were identified for either project. <br /> Traffic associated with the Spanos Park project would, however, contribute to existing <br /> regional ozone problems. A discussion of measures to reduce project-related contributions <br /> to ozone problems also was prepared. <br /> Imbsen Engineers - Bacon Island Bridge Environmental Assessment/Initial Study <br /> Jones & Stokes Associates, as a subconsultant to Imbsen and Associates, an <br /> engineering firm that specializes in bridge and structure design,prepared an Environmental <br /> Assessment/Initial Study(EA/IS)for replacement of the historic Bacon Island Bridge across <br /> Middle River in the Sacramento-San Joaquin Delta The project was proposed by San <br /> Joaquin County. The bridge is eligible for replacement under the Federal Highway Bridge <br /> Replacement and Rehabilitation program. It is also eligible for inclusion in the Federal <br /> Register of Historic Places and is protected under Section 106 of the National Historic <br /> Preservation Act of 1966. <br /> V-3 <br />
