guidelines. The environmental studies include analysis of four alternative bridge crossings.
The environmental issues being analyzed include urban issues, such as land use, parklands,
and relocation concerns, as well as cultural and biological resources. A separate Section 4(f)
report is being prepared to evaluate the impacts of the proposed project on the American
River Parkway and the historic Rainbow Bridge. In addition, Jones & Stokes Associates is
preparing an alternatives analysis to satisfy Section 404(b)(1) of the Clean Water Act for
the project.
Relevant Restoration Projects
The Nature Conservancy - Corning Ranch Restoration Plan
In conjunction with The Nature Conservancy, a nonprofit conservation organization,
Jones & Stokes Associates prepared a long-range management plan to restore 500 acres of
agricultural land to riparian habitat on the Kopta Slough Preserve along the Sacramento
River. The management plan addresses habitat requirements for target wildlife species,
such as the yellow-billed cuckoo, habitat restoration techniques applicable to the area, and
costs and phasing for planned habitat restoration. The first phase of habitat restoration has
been implemented and includes the planting of over 6,000 cottonwood and willow trees.
California Department of Parks and Recreation - Angel Island Plant Community
Restoration EIR
Jones & Stokes Associates prepared an EIR for the proposed phased restoration of
native plant communities on sites presently occupied by eucalyptus trees on Angel Island,
a state park in San Francisco Bay. Eucalyptus removal would be followed by stump sprout
control using herbicides and manual cutting, prescribed burning, erosion control mulching
and grass seeding, and planting of native coastal prairie, scrub, strand, and evergreen
woodland species. Jones & Stokes Associates analyzed established state policy germane to
the project; formulated project alternatives; developed improved performance standards for
determining success of each phase; examined risks of proposed and alternative herbicides,
risks of revegetation success, expected soil loss, wildlife impacts, aesthetic and recreational
impacts, and operational safety hazards;and developed implementable mitigation measures.
PEAK & ASSOCIATES
Peak & Associates, Inc., a California corporation, offers archeological services and
cultural resource expertise to public agencies and private companies and organizations.
A certified disadvantaged/woman-owned business enterprise in business since 1972,
Peak & Associates operates with a full-time staff of four professional archeologists and one
historian/archeologist. The company also maintains an outstanding complement of expert
V-7
