Ronald Bass has a professional and academic background in environmental planning
<br /> and law. Mr. Bass serves as director of planning, responsible for managing urban planning
<br /> and environmental studies. He has managed or participated in a broad variety of planning
<br /> and environmental studies, including local government plans; residential, commercial, and
<br /> office developments; and facility siting projects. In addition to his project management
<br /> responsibilities,Mr.Bass,a well-known authority on CEQA and the National Environmental
<br /> Policy Act,provides advice on the environmental review process to government agencies and
<br /> private clients. These efforts include conducting training programs,independently evaluating
<br /> environmental studies, preparing findings, assisting clients with permit processing, and
<br /> providing expert testimony in connection with litigation.
<br /> Prior to joining Jones & Stokes Associates, Mr. Bass was director of the State
<br /> Clearinghouse in the Governor's Office of Planning and Research (OPR). In that capacity,
<br /> he was responsible for managing the state's review of environmental documents. At OPR
<br /> he also served as an advisor on CEQA and was involved in permit assistance, energy
<br /> planning, and intergovernmental relations. Mr. Bass received an M.A. in environmental
<br /> planning from California State University, Sacramento, in 1982; a J.D. from American
<br /> University, School of Law, Washington, D.C., in 1972, and a B.A. in anthropology from
<br /> Ohio State University, Columbus, Ohio, in 1968.
<br /> Kim Smith is a project manager/project coordinator specializing in project
<br /> coordination for various environmental documents ranging from initial studies to complex
<br /> environmental impact reports. Some of her projects have included residential and mixed-use
<br /> developments, wastewater treatment plant improvements and expansions, and geothermal
<br /> exploration and development projects. Ms. Smith has also prepared various sections of
<br /> environmental documents including: project description, land use,population, employment,
<br /> housing,visual resources, and geology and soils. Clients have included the cities of Rocklin,
<br /> Modesto, and Davis, and counties of Sonoma, Sacramento, El Dorado, and Placer. Ms.
<br /> Smith received a B.S. in environmental planning and management from the University of
<br /> California, Davis, California, in 1980.
<br /> Mary Menconi is an agronomist with expertise in land use, agricultural practices, and
<br /> pesticides. Her work at Jones & Stokes Associates includes analyzing agricultural resources
<br /> and providing technical information on pesticides and pest management alternatives.
<br /> Before joining Jones & Stokes Associates, Ms. Menconi was employed as an
<br /> environmental scientist with the California Department of Food and Agriculture,where she
<br /> coordinated projects designed to reduce the levels of agricultural pesticides in surface water
<br /> and groundwater. She worked with rice growers to reduce the discharge of pesticides into
<br /> the Sacramento River system by changing agronomic practices and pesticide applications.
<br /> Ms. Menconi is experienced in both agricultural research and production, including
<br /> alfalfa hay and seed production, management of pollinating insects, and dairy practices.
