SECTION 1.0 INTRODUCTION
1.1 Philosophy and objectives of the Resource Plan
The Buckeye Ranch development is planned as a residential community, golf course and
nature preserve. Buckeye Ranch lies on the Mokelumne River in northwestern San Joaquin
County (map 1). Outstanding natural features of the ranch include an extensive oak-
buckeye savanna, a Great Valley live oak forest, two large ephemeral lakes, and at least
two small vernal pools. Buckeye Ranch L.P. is planning to develop a twenty-six home
residential community and an eighteen hole golf course on the 870 acre ranch (map 2). A
commitment to preserving the existing natural environment underlies the entire project.
This commitment is expressed in three specific ways; by careful design and planning,
through environmental land management and by a deed of conservation easement.
Entitlement processing is taking place under the auspices of the San Joaquin County
Community Development Department. Several environmental documents have been
prepared for the project, including the Draft Environmental Impact Report, the Draft
Buckeye Ranch Management Plan, the Supplemental Biotics Study, and the Wetland
Delineation. Building upon these previous reports, this resource plan serves several
purposes. First, it responds to the numerous comments to the Draft Environmental Impact
Report. Second, it contains a complete range of restoration and mitigation opportunities
available on the site as well as enhancement of existing resources that have been degraded
as a result of long standing land management practices. Third, it presents supplementary
information regarding the biotics on the site, including the nature of the forest vegetation,
wetlands, and the relationship between habitat and wildlife. Finally, it provides
management plans for the natural resources of the Ranch.
Buckeye Ranch Resource Plan (November, 1993)
13
