SECTION 1.0 INTRODUCTION <br /> 1.1 Philosophy and objectives of the Resource Plan <br /> The Buckeye Ranch development is planned as a residential community, golf course and <br /> nature preserve. Buckeye Ranch lies on the Mokelumne River in northwestern San Joaquin <br /> County (map 1). Outstanding natural features of the ranch include an extensive oak- <br /> buckeye savanna, a Great Valley live oak forest, two large ephemeral lakes, and at least <br /> two small vernal pools. Buckeye Ranch L.P. is planning to develop a twenty-six home <br /> residential community and an eighteen hole golf course on the 870 acre ranch (map 2). A <br /> commitment to preserving the existing natural environment underlies the entire project. <br /> This commitment is expressed in three specific ways; by careful design and planning, <br /> through environmental land management and by a deed of conservation easement. <br /> Entitlement processing is taking place under the auspices of the San Joaquin County <br /> Community Development Department. Several environmental documents have been <br /> prepared for the project, including the Draft Environmental Impact Report, the Draft <br /> Buckeye Ranch Management Plan, the Supplemental Biotics Study, and the Wetland <br /> Delineation. Building upon these previous reports, this resource plan serves several <br /> purposes. First, it responds to the numerous comments to the Draft Environmental Impact <br /> Report. Second, it contains a complete range of restoration and mitigation opportunities <br /> available on the site as well as enhancement of existing resources that have been degraded <br /> as a result of long standing land management practices. Third, it presents supplementary <br /> information regarding the biotics on the site, including the nature of the forest vegetation, <br /> wetlands, and the relationship between habitat and wildlife.
