b) Control illegal trespass on the property. Once the project is approved the land
owners will strictly regulate trespass and illegal hunting. This control will protect
Swainson's hawks on the property from illegal shooting and uncontrolled
disturbance.
12) Control and regulate use of pesticides and rodenticides. Develop a chemical
management plan. The planned control and regulated use of pesticides and
rodenticides on the fairways will reduce opportunities for secondary poisoning of
raptors foraging within the interfairway spaces. Landowners have begun developing
an integrated pest management plan for the property that will take into account the
needs of raptors utilizing the property. Golf course design and construction can
eliminate runoff from fairways and greens irrigated during the summer.
13) Schedule course construction to minimize impact on known nesting Swainson's
hawks. Limit disturbance for nesting hawks. Prior to project construction, the land
owners will determine if Swainson's hawks are nesting on the property. If an active
nest(s) is located, the owners will provide a buffer of 400 yards around the nest. No
construction within this buffer will occur until the chicks have fledged, generally by
the end of July. Future construction of housing sites will follow the same criteria.
Once construction is completed, the land owners will limit disturbance around
nesting Swainson's hawks to the best of their ability, but are not responsible if the
hawks choose to nest in an area of human activity, as the species frequently does
in other rural areas.
14) Provide for public education and interpretation. Develop hiking trail for limited
access. The land owners are providing controlled access to wildlife enthusiasts along
a trail system that begins at the end of Forest Lake Road (at the property's
northeastern corner) and allows the public into view South Tracy Lake. Docent-led
trips and education panels will provide interpretive concepts that detail the life history
of Swainson's hawk and the interrelationships between the species and humans.
The importance of habitat restoration and preservation of open farmland for foraging
birds, and reproductive needs of the species, will be highlighted.
15) Monitoring will be based upon vegetation response to restoration activities and the
hawk's continued use of the property. The seasonal activities of Swainson's hawk
will be monitored by qualified observers to detail activities of the species on the
property. Monitoring will begin on 10 March and will end on 1 October, the main
period when hawks are present. Monitoring activities will include:
a) A spring survey to locate nesting Swainson's hawks.
b) On a monthly basis, monitoring nest activity as it relates to human activities on
the property.
c) Observation and documentation of foraging activities on the property and
correlation of foraging activities with habitat types.
5
