The new EPA certified fireplace <br /> Bb inserts have been shown in laboratory with emissions of particulate <br /> Lmatter ranging from 70% to 90% less than conventional stoves. <br /> Installation of EPA certified fireplace inserts and stoves is <br /> recommended as a mitigation measure for Carbon Monoxide and PM-10. <br /> 6 . In addition, rules and regulations of the New Source Review <br /> Rule will apply to certain commercial and industrial sources. <br /> Equipment which causes or has a potential for air pollution or has <br /> B6 equipment for the controlling of such air pollution may need to <br /> apply for an Authority to Construct and Permit to Operate according <br /> to the rules and regulations of the San Joaquin County Zone Unified <br /> Air Pollution Control District. It will be the source's <br /> responsibility to be in compliance with these rules and regulations <br /> prior to operation. <br /> F-7 . It shall be a condition of approval for applicants to notify <br /> BI the District in writing with respect to the actual date of <br /> construction/grading one week prior to said activities. Please <br /> address the communication to the District and under the attention <br /> of the planning section. <br /> B8 8 . Projects shall maintain adequate record keeping of mitigation <br /> measures, if applicable for the Air Pollution Control District <br /> I staff in making scheduled or unscheduled inspections. <br /> F 9 . Pursuant to AB3180, the project proponent shall have a person <br /> B9 responsible for the implementation of mitigation measures, if <br /> applicable. <br /> 10 . Necessitated regulations and programs are forthcoming in the <br /> future to help the county and the valley to achieve its annual five <br /> B10 Percent reduction in pollutants. Proposed programs and regulations <br /> affecting certain sources are referred to in the attachment. This <br /> attachment is not an all-inclusive list of sources affected, it is <br /> necessary for project applicants to refer to the adopted 1991 Air <br /> Quality Attainment Plan and the requirements thereof pursuant to AB <br /> 2595, the California Clean Air Act. <br /> The District appreciates the opportunity to comment.
