",..�c,�✓i <br /> SUBJECT: SCH## 91012103 REVIEW OF DRAFT ENVIRONMENTAL IMPACT <br /> REPORT NO. ER-91-2 FOR THE PROPOSED BUCKEYE RANCH PROJECT <br /> The District has reviewed the document file no. ER-91-2 , the <br /> Buckeye Ranch Project. <br /> The District has the following comments and recommendations: <br /> 1. San Joaquin County's air quality relative to National and State <br /> Ambient Air Quality Standards has been designated as a <br /> non-attainment area by the California Air Resources Board as <br /> follows: <br /> PM-10 - Non-attainment B1 <br /> CO - Non-attainment (for Stockton Metropolitan <br /> Statistical Area only) <br /> Ozone - Non-attainment (possible SIP call area) <br /> The California Clean Air Act, AB 2595 , requires counties which are <br /> designated non-attainment to achieve a 5% annual reduction in <br /> emissions until the standards are met. <br /> 2 . Applicants should be aware of the PM-10 Fugitive Dust Rule and <br /> the Indirect Source Review Rule, both of which are currently <br /> proposed by the District for adoption in the near future. Both of B2 <br /> these rules may affect the applicant's project. A copy of .these <br /> rules is available upon written request to the District. <br /> 3 . Emissions generated during the construction/grading process are <br /> of concern to the ' District. The attached dust control practices B3 <br /> shall be implemented if and when construction/grading takes place. <br /> 4 . The project proponent shall adhere to the mitigation measures <br /> as stated in the draft environmental impact report to alleviate any B4 <br /> potential air quality impacts to a less than significant level. J <br /> 5 . The District foresees a problem with Carbon Monoxide and fine -_1 <br /> particulate matter (PM-10) if the Project includes the burning of B5 <br /> I <br /> III-33 <br />
