Ms. Kerry Sullivan
April 8, 1992
Page 9
Page 4.1 - 15 Loss of Agriculture Land
Impact 4.1-8
The project would result in the loss of approximately 725 acres that has historically been used
for agriculture purposes.
This statement is misleading. Approximately 150 acres of the site located in the bottom of the lake have C174
historically been dry-farmed to Sudan grass. Sixty-five acres of vineyard and approximately 40 acres of
wheat are the only crops irrigated on the property. These portions of the property will remain in
vineyard or in replanted forest or irrigated pasture. The balance of the property, approximately 615
acres, has been used as grazing land.
Page 4.1 - 15
Impact 4.1-9
Cancellation of the Williamson Act contracts could result in the premature loss of an agriculture
resource.
C175
As previously stated, the owners wish to remove from the Williamson Act only those portions of the
project that require cancellation - golf course, homesites, and recreational facilities, none of which was
previously irrigated farmland.
Page 4.2 - 15
Impact 4.2-1
Paved road widths of 18 feet as shown on the site plan are inadequate.
Given the low levels of traffic the project would generate and the feasibility of planned development C176
design, why aren't 18' road widths with turnout areas adequate?
Page 4.2 - 16
An important element of the impact of the truck trips on traffic circulation is the time frame for
the soil removal. The application proposes a five-year operation. It is assumed there would be
250 haul days per year, 16 working hours per haul day, and each truckload would contain 18 C177
cubic yards of soil. This results in 60 truckloads per operating day or three to four truckloads
per hour. Doubling the number of truckloads per hour to account for one trip each way results
in approximately eight truck trips per your.
Presumably these figures are averages. The actual work would be seasonal and concentrated on
specific jobs/projects. Hourly use, on a given day or period could be higher.
Page 4.2 - 19
Mitigation 4.2-3
Because the preliminary design study in this EIR cannot be considered conclusive in terms of
specific roadway reconstruction requirements, it is recommended that the applicant initiate a
detailed design study to determine the eventual roadway improvements needed on Davis Road C178
and Ray Road - Kile Road prior to final map approval. It does not appear that Peltier Road
would be measurably affected.
D2-124
