Ms. Kerry Sullivan
April 8, 1992
Page 10
Once again, I respectfully request that the Public Works Department in San Joaquin County or other
,178 appropriate agency explain in the Environmental Impact Report the road maintenance requirements that
the truck traffic would necessitate.
Page 4.4 - 10
Mitigation 4.4-1(b)
Choose a haul route that impacts fewer people. The proposed haul route in the mitigated
alternative would only impact two residences along Forest Lake Road and would be preferable.
3179 The mitigated alternative will not impact fewer residences. Presently, the loaded grape trucks travel
Lthrough the vineyards south of the property. The proposed route from the property to the intersection of
Peltier and Davis roads would necessitate passing five homes versus traveling past twenty-two homes
that the "mitigated alternative"route would impact by traveling down Forest Lake Road.
Page 4.5 - 8
Mitigation 4.5-1(b)
The severity of construction impacts can be reduced to a less-than-significant level through the
application of additional mitigation measures. To ensure that construction mitigation is utilized,
3180 final approval should not be given until the developer/contractor submits a satisfactory PM-10
Dust Prevention and Control Plan to the San Joaquin Valley Unified Air Pollution Control District.
This plan should specify the methods of control that will be utilized, demonstrate the availability
of needed equipment and personnel, and identify a responsible individual who, if needed, can
authorize the implementation of additional measures.
"Final approval" is undefined, instead the mitigation should read "A grading permit should not be issued
unless a satisfactory PM-10 Dust Prevention and Control Plan has been approved by the San Joaquin
Valley Unified Air Pollution Control District."
Page 4.6 - 2 Flooding
0181 The discharge of 5,340 cfs on 3/8/86 was less than the design flow of the Mokelumne River since the
L— construction of Commanche Dam - 6,500 cubic feet per second.
— Page 4.6 - 9
Golf Course, Pasture and Restoration Irrigation
The proposed golf course would have an estimated 68 acres of greens and fairways requiring
irrigation: Additionally, irrigation would be needed for approximately 10 acres of new pasture
C182 plus 20 acres of restored riparian vegetation and 45 acres of restored savanna.
The proposed golf course would have an estimated 68 acres of greens and fairways requiring irrigation.
Additionally, irrigation would be needed for approximately 10 acres of new pasture plus 20 acres of
restored riparian vegetation. The restored savanna and riparian vegetation will be handwatered through
the first growing year then by rainfall.
III-15
