ATTACHMENT A FINDINGS REGARDING POTENTIALLY SIGNIFICANT ENVIRONMENTAL IMPACTS COUNTY OF SAN JOAQUIN, CALIFORNIA BUCKEYE RANCH PROJECT The following information is presented to comply with the requirements of the California Environmental Quality Act (CEQA), and also the requirements in Sections 15091, 15092 and 15093 of the State CEQA Guidelines. Reference is made to the Final Environmental Impact Report (FEIR)for a proposed Williamson Act Contract Cancellation of a 337 acre portion of an 870 acre property, a Planned District application to rezone the property from AG-40 (General Agriculture, 40 acre minimum) to PD (Planned District, and the eventual development of the site as a private, gated community consisting of 26 single family residences, a private 18-hole golf course and clubhouse, and a 720 acre nature preserve, which FEIR is the primary source of information provided below and is incorporated herein by this reference. The County of San Joaquin ("County"), the lead agency under CEQA, has approved the Williamson Act Contract cancellation and adopted the findings listed below. All of the mitigation measures listed in conjunction with each finding will be implemented by the project applicant ("Applicant"), resulting in the project having no significant adverse environmental impacts. These findings will also serve as findings with respect to the requested Planned District, Major Subdivision and Quarry Excavation, if said applications are approved. Section 15901(a) of the "State CEQA Guidelines" states: (a) No public agency shall approve or carry out a project for which an EIR has been completed which identifies one or more significant environmental effects of the project unless the public agency makes one or written findings for each of those significant effects, accompanied by a brief explanation of the rationale for each finding. The possible findings are: (1) Changes or alterations have been required in, or incorporated into, the project which avoid or substantially lessen the significant environmental effect as identified in the Final EIR. (2) Such changes or alterations are within the responsibility and jurisdiction of another public agency and not the agency making the finding. Such changes have been adopted by such other agency or can and should be adopted by such other agency. (3) Specific economic, social, or other considerations make infeasible any mitigation measures or project alternatives identified in the Final EIR. —1—
