I. POTENTIALLY SIGNIFICANT IMPACTS OF THE PROJECT WHICH ARE AVOIDED OR <br /> SUBSTANTIALLY LESSENED. <br /> A. LAND USE <br /> A-1. Potentially Significant Impact: Location of proposed residential lots and golf course fairways <br /> undermine the integrity of the forest and degrade a unique biological feature. Additionally, human <br /> activities in close proximity to Tracy Lakes would compromise the work of the lakes as a wintering <br /> waterfowl habitat and nesting area. <br /> The most environmentally sensitive areas of the site are the riparian forest and Tracy Lakes. <br /> Development of the project as proposed places some of the residential lots in the forest fringe, <br /> and along the edges of the lakes. Lots fronting the lakes would also bring human activity close <br /> to nesting waterfowl, thus degrading the habitat value of the lake. Additionally prior to application <br /> submittal,the applicants cleared three long fairways through the woods, destroying the continuity <br /> of the natural area. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR. These <br /> mitigation measures are listed below. <br /> Statement of Fact: <br /> This impact will be reduced by the following: <br /> The golf course and residential lot placement shall be redesigned to unify and protect the <br /> riparian woodland and Tracy Lakes, and to provide a buffer between the project's <br /> residents, the forest, and lakes to reduce impacts on these resources. <br /> Specifically, the lots and golf course shall be relocated to the northern portion of the site, <br /> as shown on figure 4.7-15 of the FEIR, excluding those areas of high cultural resource <br /> sensitivity as shown on Figure 4.9-2 of the FEIR. There are approximately 170 acres in <br /> this portion of the site where the project can be redesigned. <br /> B. TRAFFIC/CIRCULATION <br /> B-1 Potentially Significant Impact: Paved roadway widths of 18 feet as shown on the site plan are <br /> inadequate. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR. These <br /> mitigation measures are listed below. <br /> Statement of Fact: <br /> This impact will be reduced by the following: <br /> The projects collector streets shall be constructed to include one 10-foot wide paved <br /> travel lane in each direction with 4-foot wide gravel shoulders for a minimum overall road <br /> width of 28-feet. <br /> —2— <br />
