Appendix H in the DEIR, "Mitigation Monitoring Plan," states that truck <br /> related studies and improvements be coordinated with San Joaquin County Department of Public <br /> Works. <br /> B18: This information is noted. The state and federal agencies have been identified in the Project <br /> Description as responsible agencies. <br /> B 19: Computer models were run to determine the extent of impact on the flood height elevations. <br /> Because the project is relatively small (with regard to structures and floodplain alteration) and <br /> the floodplain at that location is very broad, extremely minor increases in overall flood height <br /> were calculated. It was determined that the magnitude of increase was so small that the <br /> computer model was unable to accurately distinguish a change in the flood level due to the <br /> project. <br /> B20: Comments noted. The proposed project is inconsistent with County Development Policies that <br /> require parcel sizes to be two acres or more where on-site wells and on-site septic systems are <br /> used. However, the proposed project is a planned development with a development density <br /> considerably less than one house per two acres. Additionally,the proposed plan calls for septic <br /> systems to be located in easements away from the building sites and expected well locations. <br /> This extends the "effective" lot area beyond two acres and is consistent with the intent of the <br /> County Development Policies to avoid on-site wells and septic systems in concentrated areas. <br /> The discussion preceding Mitigation Measure 4.6-1 is amended with the addition of the following <br /> language: <br /> "Should the County find that the proposed use of individual water wells for the planned <br /> development is inconsistent with the specifics and intent of County Development Policies, then <br /> a public water system may be required. Such a system would be expected to utilize on-site <br /> groundwater as the source. The water system would have to be permitted by the San Joaquin <br /> County Public Health Services; but no other significant impacts would be anticipated." <br /> Mitigation Measure 4.6-1 is amended with the addition of the following sentence: <br /> "If a public water system is required by San Joaquin County for all or a portion of the <br /> development,a water system permit shall be obtained from the San Joaquin County Public Health <br /> Services." <br /> B22: Comment noted. <br /> III-164 <br />
