C58: A clear span bridge across the river should have minimal effects on sediment deposition and fish
entrapment on the Mokelumne River. The EIR does not find this to be a significant impact.
C59: This is a statement of opinion. It is the belief of County Counsel that public access does not
need to be provided as discussed in the Draft EIR. This decision will be made by the Board of
Supervisors.
C60: Opinion noted.
C61: The cumulative demand for gas and electricity is included in Section 5.3.
C62: This information is noted.
C63: Information noted. The developer and/or builder must coordinate building plans with PG&E to
provide energy efficient features in new homes. This will be a condition of final map approval.
C64: All professional statements were referenced in the professional literature.
C65: Commenter should refer to the technical report, as the site records for all eight sites are in the
confidential appendix of that report. These site records include location maps.
C66: Site CA-SJO-42 was not included in our discussion because it is located outside the project site
and does not extend onto the property. Former sites CA-SJO44 and -45 may be outside of the
project area, but they constitute part of the larger site, now CA-SJO-43.
C57: The confusion which has been raised by the commenter can be clarified with a review of the
official, legal UTM and site numbers on file at the Central California Information Center at
Stanislaus State. The commenter does not clarify if he is discussing site CA-SJO-43 or
CA-SJO-44.
C68: Figure 4.9-2 in the DEIR indicates that this site extends off of the property and its extent off the
property is unknown. Much of this report is an update of the work performed by Dawson, an
amateur archaeologist who excavated in the area in the 1920s.
C69: On April 4, 1992, the Central California Information Center at Stanislaus State University
reviewed, accepted and assigned permanent trinomial numbers for every site record submitted
by the DEIR archaeologists.
C70: This is a statement of opinion and does not warrant further response.
C71: Assigning separate entities to these sites was the result of faulty early field work. Specific use
areas (loci) within a site will be determined with a Phase 11 investigation.
C72: This project is not constrained by the work of an amateur performed over 70 years ago.
C73: Midden deposits are not shown on public documents, but are reproduced in the confidential
report. Don McGeein's field records are reproduced in Attachment C of the Phase I technical
report. A Phase 11 study would produce a comprehensive map of all resources uncovered to date,
as suggested on page 4.9-12 of the DEIR.
111-169
