Preserve the entire South Tracy Lake system in its present unmodified state, and eliminate <br /> any excavation activities in South Tracy Lake. <br /> End the current practice of periodically tilling the drying portions of the lake basin to allow <br /> aggressive pioneer weeds to invade the entire area. <br /> Retain a waterfowl management specialist to design and supervise the planting and <br /> management of a plant compliment in the shallow area of South Tracy Lake which will <br /> produce an annual seed crop for invading rodents in summer and migrant water birds in <br /> winter and spring. <br /> Plant visual tree screens along the northwestern shoreline of South Tracy Lake to protect <br /> against visual disturbance from the future developed area in the northwest portion of site <br /> (refer to impacts A-1 and H-1 for requirement that project be redesigned into northwestern <br /> portion of site). <br /> An hydrologist will be retained to prepare a dry-year summer maintenance program for <br /> South Tracy Lake, to ensure that center lake water not drop below a minimum of five feet <br /> during the nesting and young rearing period of May through August. It is believed that <br /> this type of program would not be needed during near or above normal rainfall years. <br /> Restrict all human activity in the area of South Tracy Lake during the Central Valley <br /> waterfowl wintering season (November through April). <br /> Place conservation easement over the entire South Tracy Lake and Brovelli Woods to be <br /> retained as permanent open space. <br /> H-4 Potentially Significant Impact: Potential injury or destruction of native trees through root and limb <br /> damage during and after construction. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR. These <br /> mitigation measures are listed below. <br /> Statement of Fact: This impact will be reduced by the following: <br /> Protective measures, as outlined in the applicant's Resource Plan, will be incorporated <br /> into project construction and ongoing maintenance. <br /> Prohibit the cutting of all or part of any native tree within as well as outside of the <br /> developable areas. <br /> A zone of potential impact will be established around native trees which are located in <br /> close proximity to construction and grading activities. These trees will be inventoried and <br /> state of health and condition noted to facilitate future monitoring of the trees' condition. <br /> H-5 Potentially Significant Impact: Potential impacts to the adjacent natural community from human <br /> activities. <br /> Potential for household pets to impact area wildlife; grass fires from household barbecues; <br /> herbicides used on home landscapes may be carried into the natural environment; the use of off- <br /> -11— <br />
