e <br /> Design and construct a "Scottish-type" golf course. <br /> Restrict rodenticides to burrow fumigants only to control gophers and ground squirrels. <br /> Eliminate all cattle grazing and initiate the grassland restoration plan as suggested in the <br /> Resource Plan prepared by the applicant. <br /> Develop and preserve riparian habitat at a 3:1 ratio as replacement compensation for the <br /> 13 acres of previously cleared woodland. <br /> H-2 Potentially Significant Impact: Elimination of a portion of the oak savannah and Swainson's hawk <br /> foraging habitat. <br /> This is a secondary impact associated with the mitigation measures outlined above for impact H-1. <br /> This impact would result from redesigning the project to be developed in the northwestern portion <br /> of the site. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR. These <br /> mitigation measures are listed below. <br /> Statement of Fact: This impact will be reduced by the following: <br /> Design and construct a "Scottish-type" golf course. This area would be preserved in an <br /> enhanced state in which the rodent production on the fairways could exceed that <br /> presently occurring over the entire alternative development area. As stated in the FEIR, <br /> the Swainson's hawk is readily disturbed on its nesting sites by human presence, <br /> however this behavior does not appear to extend beyond the nesting territory to foraging <br /> sites. <br /> Apply the grassland restoration plan as suggested in the Resource Plan prepared by the <br /> applicant. <br /> Incorporate mitigation measures proposed in the Resource Plan for the protection of the <br /> native trees on the site. This will ensure that the mature oaks and buckeye trees of the <br /> northwest savannah area are not lost. <br /> H-3 Potentially Significant Impact: The proposed "restoration" of Tracy Lakes would greatly reduce <br /> or eliminate the water bird habitat value of two-thirds of this historic seasonal wetland site. <br /> The excavation of all of North Tracy Lake and approximately half of South Tracy Lake would <br /> convert the present seasonal wetland habitats to relatively deep, steep sided small reservoir lakes, <br /> resulting in the destruction of one of the best known natural wetland basins in the Central Valley, <br /> the loss of winter foraging and refuge habitat, and the loss of habitat for spring and summer <br /> nesting activities and the rearing of young water birds. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR.
