<br /> REGULATION GUIDANCE: The owner or operator of a hazardous waste tank shall obtain a written assessment
<br /> reviewed and certified by an independent,qualified, professional engineer, registered in California attesting that the
<br /> system has sufficient structural integrity, is acceptable for the transferring, storing, and treating of hazardous waste,
<br /> and that the tanks and containment system are suitably designed.
<br /> CORRECTIVE ACTION: Immediately have an assessment prepared for the three 330 gallon used oil and three 330
<br /> gallon used antifreeze tanks. Submit a copy to the EHD.
<br /> This is a Class I violation.
<br /> 507 CCR 66265.195 Failed to conduct daily inspections of hazardous waste tank system and maintain records onsite.
<br /> OBSERVATION: Daily hazardous waste tank inspection log records for 2017-2018 were not available for review
<br /> during the inspection. Daily hazardous waste tank inspections were not documented daily. These are the dates
<br /> that hazardous waste tank inspections were done in 2019: 9/3/19, 9/10/19, 8/5/19, 8/12/19, 8/19/19, 8/26/19, 7/1/19,
<br /> 7/8/19,7/15/19, 7/22/19, 7/29/19,6/3/19,6/10/19, 6/17/19, 6/24/19, 5/1/19, 5/8/19, 5/15/19, 5/22/19, 5/29/19,4/3/19,
<br /> 4/10/19,4/17/19, 4/24/19, 3/5/19, 3/12/19, 3/19/19, 3/26/19,2/7/19, 2/14/19, 2/21/19,2/28/19, 1/2/19, 1/9/19,
<br /> 1/16/19, 1/23/19, 1/30/19
<br /> REGULATION GUIDANCE: The following items are required to be inspected at least daily:
<br /> 1.overfill/spill control equipment;
<br /> 2.aboveground portions of the tank system to detect corrosion or releases of water;
<br /> 3. data gathered from monitoring and leak-detection equipment;
<br /> 4. outside areas of the tank system including secondary containment to detect erosion or signs of releases of
<br /> hazardous waste;
<br /> 5.for uncovered tanks,the level of waste in the tank.
<br /> CORRECTIVE ACTION: Immediately begin required inspections of the hazardous waste tank system, and
<br /> document the items inspected. Submit a copy of the inspection log for the next 30 days to the EHD.
<br /> This is a Class II violation.
