SAN 10 A Q U I N Environmental Health Department -- C (DUN Y Underground Storage Tank Program Inspection Report Facility Name : Facility Address: Date: YRC INC 1 1535 E Pescadero Ave, Tracy February 13 , 2020 SUMMARY OF VIOLATIONS (CLASS I, CLASS II, or MINOR - Notice to Comply) Item # Remarks 211 CCR 2715(c) (2) No employee present that were trained in the operation and maintenance of the UST system by a DO . OBSERVATION : The designated operator employee training for Derek Whitten was initially performed on 7/24/ 19 , but is listed as having responsibility as a facility employee as of 11 /19/18 . REGULATION GUIDANCE : The designated operator shall train facility employees in the proper operation and maintenance of the UST system at least once every 12 months . The training shall be conducted before the individual performs the duties of a facility employees . The training shall include , but is not limited to : 1 . Operation of the UST system in a manner consistent with the facility's best management practices 2 . Employee's role with regard to monitoring equipment as specified in the facility's monitoring plan 3. Employee's role with regard to spills and overfills as specified in the facility's response plan 4. Name of the contact person (s) for emergencies and monitoring equipment alarms Initial training shall also include a site-specific practical demonstration that provides both sharing information and evaluating knowledge for responding to emergencies , leak detection , monitoring alarms , spills and overfills . At least one of the facility employees present during operating hours shall have current training . CORRECTIVE ACTION : Ensure that employees have been trained by the designated operator prior to assuming responsibility as a facility employee . This is a minor violation . 319 CCR 2635 , 2637 . 11 2665 , 2712 No spill bucket, failed to contain 5 gallons , no means to keep it empty , or failed to be tested . OBSERVATION : The 1 , 000 gallon used oil UST is not equipped with a spill container. REGULATION GUIDANCE : All USTs shall be equipped with a spill container that collects any hazardous substances spilled during delivery operations , that has a minimum capacity of five gallons and a drain valve that allows drainage of the collected spill into the primary container or provide a means to keep the container empty. CORRECTIVE ACTION : Immediately contact a properly licensed , trained , and certified contractor to install an approved spill container under permit and inspection of the EHD . If a spill container can 't be installed immediately , there is a possibility that the UST system may be red tagged to prevent fuel inputs . OBSERVATION : The soap spill container failed when tested . REGULATION GUIDANCE : All spill containers shall have a minimum capacity of five gallons and be capable of containing a spill or overfill until it is detected or cleaned up . CORRECTIVE ACTION : Immediately contact a properly licensed , trained , and certified contractor to repair or replace the spill container under permit and inspection of the EHD .
