r
Working To Restore Nature
Addendum One to Remedial Action Plan March 1, 1993
Coca-Cola Former Distribution Facility, Stockton, California 54006.01
schedule will be made if additional requirements are specified by the guidelines set forth
by the Air District in the Permit to Construct or the Permit to Operate for this site, as
necessary.
System Sampling tl V, .'VlOad
y P g
Typical SJVUAPCD guidelines require that during the startup phase of each proposed
abatement device, influent and effluent air samples to the VES will be taken daily for the
r first three days of operation to demonstrate system efficiency, and every two weeks
thereafter for the next one month after which sample collection will be performed once
every month for the life of the remediation system. With the exception of influent and
effluent air samples collected and analyzed as detailed above, during the first two days of
operation and later on a biweekly and monthly basis, all other sampling of the VES will be
conducted using a field organic vapor monitoring instrument approved by the SJVUAPCD.
' If at any time the results of laboratory analyses or field monitoring readings show emission
limits to be exceeded, a confirmation air sample will be taken immediately and analyzed on
a 24 hour turnaround basis. If emission hmits are still exceeded, the system will be shut
down and any necessary corrective action will be performed before repeating the startup
sequence. The SJVUAPCD will be notified that emission limits were exceeded within 24
r hours of such indication. Any additional sampling required by the Operating Permits will
be incorporated into the sampling plan after the Permits have been issued.
Task 11. System Startup Report
This task is a performance evaluation and is required as part of the SJVUAPCD Permit to
Operate. This task is a bnef report summarizing the construction, and the results of the air
sampling and startup testing, and will be submitted to Coca-Cola and the SJVUAPCD after
the SJVUAPCD inspection and after the laboratory results are received.
This report may y docum n
e t the following: hours of operation; system influent and effluent
field monitoring readings collected; laboratory results of influent and effluent air samples
collected and analyzed;total and individual vapor extraction well flow rates;induced vacuum
responses recorded in observation wells; all other relevant field data collected; and results
obtained such as observed radius of influence, and system treatment efficiency using the
thermal oxidizer.
13
1
