Construction Inspection and Management <br /> This task includes construction inspection to assure that the construction conforms with the <br /> requirements of the Plans and Specifications, and to answer Contractor questions during <br /> construction; field and office time for scheduling and coordinating the activities of the <br /> Contractor, the Owner, the current property renter, the inspector, the City Building <br /> Department, and other inspecting regulatory agencies; finalizing any outstanding items <br /> during construction such as electrical power hookups, Operating Permits, etc.; preparation <br />! of construction Change Orders; reviewing Contractor equipment submittals and Shop <br /> Drawings; and other necessary construction management activities to manage and expedite <br /> the construction and startup of the remediation system. <br />� Task 9. Operating Instructions <br /> l ' The operations and maintenance (O & M)instructions will include brief standard operating <br /> l procedures for startup, routine operations and system shutdown, as well as emergency <br /> procedures. Manufacturer installation, parts and service data will be included in the <br /> appendix of the O & M instructions. A compliance sampling and reporting plan will also <br /> be included which describes the requirements of the Air District. <br /> Task 10. System Startup and Startu Monitorin <br /> This task is required as part of the SJVUAPCD Permit to Operate. This section and the <br /> ensuing sections detail a monitoring plan to verify the effectiveness of the proposed soil <br /> remediation system at this site. Any other requirements of the Permit to Operate, which <br /> are not discussed here, will be incorporated into the startup monitoring plan after the <br /> i ' approved Permit to Operate is received. The S3VUAPCD Inspector will be notified during <br /> startup testing, and the engineer will meet with the regulators at the site for inspection and <br /> i <br /> ' compliance sampling of the system. <br /> t <br /> System Monitoring <br /> After completion of system installation, operation of the proposed vapor extraction system <br /> (VES) will be initiated in compliance with all applicable regulatory agencies requirements. <br /> Startup procedures will include system monitoring, maintenance and sampling for the first <br /> five days of operation Startup operation and maintenance of the VES typically include: <br /> daily site inspections the first five days of operation, and site visits once every week for the <br /> first month.
