However, although we do not expect the San Joaquin County <br /> Environmental Health Division to reopen the case, it is a possibility. Therefore, <br /> Anthony-Taylor Consultants recommends that a confirmation letter from the County <br /> of San Joaquin Environmental Health Division be obtained indicating that the case <br /> is to remain closed. <br /> II. INTRODUCTION <br /> Anthony-Taylor Consultants performed a Phase I - Environmental Site Assessment <br /> on the subject site in October 1997. The results of the assessment indicated that the <br /> subject site was once a distribution facility for Coca Cola Enterprises. Associated <br /> with the distribution facility were two (2) underground storage tanks - one gasoline <br /> tank and one diesel tank. When Coca Cola ceased their operations at the facility,the <br /> two underground storage tanks and associated equipment were removed from the <br /> site. At the time the tanks were removed an unauthorized release of petroleum <br /> hydrocarbons was discovered. Coca Cola Enterprises then assessed and remediated <br /> the unauthorized release to the satisfaction of both the Regional Water Quality <br /> Control Board and the County Environmental Health Department (PHS, 1996 & <br /> RWQCB, 1996). The governing agencies issued closure letters for the site with <br /> knowledge that residual concentrations of TPH and BTEX existed in the subsurface <br /> and that "Hot Spots" of TPH and BTEX may also exist (Lagoria, 1997). The <br /> 1� <br /> agencies also believed that the quantities of contaminants remaining in the subsurface <br /> would not adversely affect the groundwater beneath the site. The groundwater <br /> beneath the site was reported at depths greater than sixty feet below the ground <br /> surface. <br /> During the Phase I - Environmental Site Assessment, Anthony Taylor Consultants <br /> also performed a geotechnical evaluation of the subject site. As part of the <br /> geotechnical evaluation several borings were advanced on the site. While advancing <br /> borings near the former location of the gasoline storage tank, strong hydrocarbons <br /> odors were detected. With the detection of strong hydrocarbons near the surface on <br /> the subject site, it was decided to assess the likelihood that gross contamination <br /> existed in the shallow soils. <br />
