S E C 0 R
Ms. Devra Lewis
April 15, 2004
Page 5
are summarized in SECOR's report entitled Results of Additional DPE Feasibility Testing, dated May
23, 2003.
From March 10 through April 9, 2003, 12 shallow zone groundwater monitoring wells (MW-18 through
MW-23, MW-25, MW-28, MW-30, MW-31, MW-33, and MW-34), eight deep zone groundwater
monitoring wells (MW-16, MW-17, MW-24, MW-26, MW-27, MW-29, MW-32, and MW-35) were
installed, and seven soil borings (SBA through SB-6 and MW-16A) were advanced at the locations
shown on Figure 1. Results are summarized in SECOR's report entitled Additional Assessment
Report, dated May 30, 2003.
From October through December 2003, five additional DPE wells (DPE-8 through DPE-12) were
installed and a DPE remediation system was installed at the site. The DPE system is connected to
wells DPE-1 through DPE-12. Additionally, a Non-aqueous Extraction Technique (NETTM) SPH
removal system was installed at well 2AMW-14. System installation activities are summarized in
SECOR's report entitled DPE Well and System Installation Report, dated December 5, 2003, The
DPE system is currently in the start-up and shakedown phase.
On December 17, 18, and 22, 2003, exploratory excavations were conducted at the site to locate
underground utilities including former product pipelines. Steel pipelines were discovered at the site in
14 locations. Three uncapped open-ended pipelines were located in excavations EX-1-A3, EX-5,
and EX-5-A. Based on field observations, residual petroleum may be present in the open ended
pipelines located in excavations EX-1-A3 and EX-5. The open ended pipeline located in EX-5-A and
the wood capped pipelines located in EX-1-C appeared to be generally free of residual petroleum.
Results are summarized in SECOR's report entitled Revised Underground Utility Search Report,
dated March 5, 2004.
PROPOSED PIPELINE ABANDOMENT AND REMOVAL AND SOIL EXCAVATION
Steel pipelines that were discovered during the December 2003 underground utility search on the
Parcel 2A property south will be cleaned and removed. Pipelines that are underneath buildings or
roads will be grouted in place. The project will consist of the tasks listed below.
• Site Health and Safety.
• Utility Clearance and Notification.
• Access Agreements and Permitting.
• Site Security and Dust Control.
• Pipeline Excavating and Removal on Parcel 2A Property.
• Pipeline Starting Point and Trend Locating Below West Weber Avenue and Parking Lot of
Waterfront Towers.
• Pipeline Cleaning and Rinsing Below West Weber Avenue and Parking Lot of Water Front
Towers.
• Pipeline Grouting Under West Weber Avenue and Water Front Towers Parking Lot.
• Locating Pipeline on Former Edison Avenue and Pipeline End Inspection.
Stockton Parcel 2A:Work Plan for Pipeline Abandonment,Removal, and Soil Excavation and SVE Well Install
