As required by the Occupational Health and Safety Administration (OSHA) <br /> Standard "Hazardous Waste Operations and Emergency Response" guidelines (29 CFR 1910.120), <br /> and by California Occupational Health and Safety Administration (Cal-OSHA) "Hazardous Waste <br /> Operations and Emergency Response" guidelines (CCR Title 8, Section 5192), SECOR will prepare <br /> a Site-Specific Health and Safety Plan prior to the commencement of fieldwork. The Site-Specific <br /> Health and Safety Plan will be reviewed by the field staff and contractors before beginning field <br /> operations at the site. <br /> Utility Clearance and Notification. Excavation locations will be staked out and marked with white <br /> paint and Underground Service Alert (USA) will be notified at least 48 hours prior to excavation to <br /> avoid interference with active utilities. Additionally, a private utility locating service will be contracted <br /> to search for active utilities prior to excavating. Public notification for work at Delta Gateway <br /> Apartments will be sent out prior to excavation activities and the Regional Water Quality Control <br /> Board (RWQCB) and the Department of Toxic Substance Control (DTSC) will be notified of the <br /> scheduled work 48 hours prior to excavating. <br /> Access Agreements and Permitting. Access agreements to perform the excavations will be <br /> secured with the City of Stockton Redevelopment Agency, Delta Gateway Apartments, and the <br /> Waterfront Towers prior to the beginning of work. Permits will be obtained from the City of Stockton <br /> Fire Department for the removal and abandonment of the pipelines. <br /> Site Security and Dust Control. Temporary chain-link fencing will be installed around the Parcel <br /> 2A property. The fencing will have barbed or razor wire on the top and will be slatted or have tarps <br /> connected to the sides to prevent dust migration. Additionally, a water truck may be used for dust <br /> suppression. The fence will be locked when work is not preformed at the site. Work in the parking <br /> lot of the Waterfront Towers will be preformed on Sundays, the only day of the week that the parking <br /> lot is not in use. <br /> Pipeline Excavating and Removal on Parcel 2A Property. Pipelines discovered during the <br /> ,December 2003 underground utility search and any new pipelines discovered will be exposed using a <br /> backhoe tractor operated by a licensed operator. After the pipelines are exposed, the pipelines will <br /> be cut (where they cross West Weber Avenue, trend beneath buildings or at the Parcel 2A property <br /> line) and three to five foot sections will be removed. The three to five foot sections will be cut using a <br /> reciprocating saw so that the ends will be open for rinsing of the pipes. The reciprocating saw will be <br /> grounded on both sides of the pipe to prevent sparks. Prior to cutting the sections, a small bleeder <br /> hole will be drilled into the bottom of the pipe to determine if any residual product is present and to <br /> record lower explosive limits (LEL) and oxygen (02) levels within the pipelines.
