The objective of this work is to "pothole" in several locations to search for underground
utilities (former pipelines, etc.) that may be an ongoing source of contamination at the site.
PROPOSED UTILITY SEARCH
Eight locations are proposed to be excavated to search for underground utilities at the site. However,
additional "potholes" may be required based on a private utility survey which will be performed prior to
excavation and field observations from the initial excavations.
Site Health and Safety. As required by the Occupational Health and Safety Administration (OSHA)
Standard "Hazardous Waste Operations and Emergency Response" guidelines (29 CFR 1910.120),
and by California Occupational Health and Safety Administration (Cal-OSHA) "Hazardous Waste
Operations and Emergency Response" guidelines (CCR Title 8, Section 5192), SECOR will prepare
a Site-Specific Health and Safety Plan prior to the commencement of fieldwork. The Site-Specific
Health and Safety Plan will be reviewed by the field staff and contractors before beginning field
operations at the site.
Utility Clearance. Excavation locations will be staked out and marked with white paint and
Underground Service Alert (USA) will be notified at least 48 hours prior to excavation to avoid
interference with active utilities. Additionally, a private utility locating service will be contracted to
perform a thorough underground utility search prior to excavating.
Excavation. Eight excavations will be completed at the locations shown on Figure 1 to depths of
approximately eight to ten feet below ground surface. The excavations will be performed with a back-
hoe tractor operated by a qualified operator.
It is not anticipated that groundwater will be encountered during the excavations.
Access Agreements. An access agreement to perform the excavations will be secured with the City
of Stockton Redevelopment Agency prior to the beginning of work.
Soil Selection and Analysis. No soil samples will be collected during the excavations.
