Lincoln St., Stockton <br />SUMMARY OF VIOLATIONS <br />CLASS 1, CLASS 11, or MINOR -Notice to Comply) <br />ROUTINE HAZARDOUS WASTE GENERATOR INSPECTION <br />Class II violations: (30, 50, 52) <br />30. An empty 30 gallon black steel drum which previously held hazardous waste and an empty 30 gallon <br />blue poly drum which previously held a hazardous material were observed without empty labeling in the <br />yard. It could not be determined how long these containers have been stored on site. Containers larger <br />than five gallons that previously held a hazardous material shall be marked with the date they were <br />emptied and managed within one year of being emptied. Immediately mark and manage all empty <br />containers per this section. <br />REPEAT VIOLATION <br />50. A 55 gallon black steel drum of used absorbent and a 55 gallon blue steel drum of used oil were <br />observed in the yard without accumulation start dates. The last used oil pickup was on August 18, 2010. <br />According to the facility contact, both wastes have been on site greater than 180 days. Facilities who <br />generate less than 1000 kg of hazardous waste per month and do not exceed 6000 kg of waste stored <br />on site at any time may store waste on site up to 180 days. Immediately contact a licensed hazardous <br />waste hauler to dispose of this waste under manifest and submit a copy of the manifest to the EHD by <br />May 19, 2011. <br />REPEAT VIOLATION <br />52. An emergency coordinator and modified contingency plan information is lacking. At the time of <br />inspection, it could not be demonstrated (not necessarily documented) that employees who handle <br />hazardous waste were properly trained. According to the facility contact, no training is conducted for <br />hazardous waste. There must be at least one emergency coordinator on site or on call to coordinate <br />emergency response measures, and the following information must be posted by a phone: the name <br />and phone number of the emergency coordinator; location of fire extinguishers, spill control equipment, <br />and if present, fire alarm; and the phone number of the fire department, unless the facility has a direct <br />alarm. The generator must ensure that all employees who handle hazardous waste are thoroughly <br />familiar with proper waste handling and emergency procedures. Immediately appoint an emergency <br />coordinator and post the required information by a phone. A form is provided that can be used for this <br />purpose. Submit proof of correction to the EHD by May 19, 2011. Immediately provide training to all <br />employees who handle hazardous waste and submit a copy of the training records to the EHD by May <br />19, 2011. <br />REPEAT VIOLATION <br />ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE ($122). <br />THIS FACILITY IS SUBJECT TO REINSPECTIO ANY TIME AT EHD'S CURRENT HOURLY RATE. <br />EHD Inspector <br />ce By: <br />TS <br />d <br />v J <br />EHD 23-02-003 Rev 08/10/10 CONTINUATION FORM <br />
