Lincoln St., Stockton <br />SUMMARY OF VIOLATIONS <br />CLASS I, CLASS II, or MINOR -Notice to Comply) <br />Notice to Comply - Minor violations: (8, 20, 23, 85) <br />8. This facility's EPA ID number is inactive. A hazardous waste generator shall not treat, store, dispose <br />of, transport or offer for transportation, hazardous waste without an EPA ID number. Immediately <br />contact DTSC and reactivate your EPA ID number and submit evidence to the EHD by May 19, 2011. A <br />form has been provided. <br />20. A 55 gallon black steel drum of used absorbent was observed in the yard with only the contents and <br />the words 'hazardous waste' labeled. A 55 gallon blue steel drum of used oil was observed in the yard <br />with only the contents labeled. Three buckets of skimmer waste and waste coolant oil were observed in <br />the shop without labels. All hazardous waste containers shall be marked with the following information: <br />1. the words "Hazardous Waste" <br />2. name and address of generator <br />3. hazardous properties (flammable, corrosive, reactive, toxic) <br />4. physical state (liquid, solid) <br />5. composition (contents) <br />6. accumulation start date <br />Immediately label these containers and ensure that all hazardous waste containers are marked with all <br />the required information. Since it cannot be determined how long the skimmer waste and waste coolant <br />oil has been on site, immediately contact a licensed hazardous waste hauler to dispose of this waste <br />under manifest and submit a copy of the manifest to the EHD by May 19, 2011. <br />23. Used oil filters are not managed as hazardous waste and are not sent for metal reclamation. Used <br />oil filters may be recycled as scrap metal instead of being handled as hazardous waste. Used oil filters <br />must be stored in a closed, rainproof container, labeled as "drained used oil filters," and marked with an <br />accumulation start date. Facilities that generate up to one ton of used oil filters per year may store the <br />filters up to one year. All bills of lading must indicate the generator, transporter, and receiving company <br />names, addresses, telephone numbers, the quantity and size of used oil filter containers transferred, and <br />the date of transfer. A copy of each bill of lading must be kept on site for at least three years. <br />Immediately begin recycling used oil filters as scrap metal or manage as hazardous waste. <br />85. Copies of universal waste disposal records were not found on site. A generator of universal waste <br />shall keep a record of each shipment of universal waste on site for at least three years.
