File No. 20-2245-29.E0 KLEINfELDER <br /> November 1, 1996 <br /> LIMITED ASBESTOS ASSESSMENT <br /> PROPOSED DSS/LAWLIE RANCH ACM SITE <br /> 5150/5110 EAST MARIPOSA ROAD <br /> STOCKTON, CALIFORNIA <br /> INTRODUCTION <br /> Kleinfelder is pleased to present this report documenting the limited asbestos <br /> assessment conducted by Kleinfelder at the Lawlie Ranch property located at <br /> 5150/5110 East Mariposa Road in Stockton, California. Kleinfelder's services <br /> were conducted under a February 15, 1996 Environmental Services Agreement, <br /> :s and subsequent work requisitions. <br /> BACKGROUND <br /> Recently, DSS Engineering Contractors (DSS Company) was doing a pavement <br /> repair project in Stockton. Excess fill from the pavement repair project was <br /> trucked to the subject site. The material totaled 14 end dump loads (approximate <br /> 15 cubic yards each) for a total of approximately 180 cubic yards. The excavated- <br /> material <br /> xcavatedmaterial was stockpiled on the surface of the subject site in 3 areas. <br /> Later, it was discovered that the material contained asbestos. <br /> the materSS nal and <br /> ed <br /> Ramos Environmental of West Sacramento, California to lo <br /> properly dispose of it. Ramos transported a total of 18 loads of material totaling <br /> approximately 310 cubic yards (approximately 3,500 tons) to California Asbestos <br /> rMonofill, Inc. of Copperopolis, California. During the excavation activities, <br /> Universal Engineering Company (UEC) of Stockton performed clearance <br /> (confirmatory) sampling and air monitoring. <br /> The results of the UEC sampling were detailed in DEC's reports dated November <br /> 29, 1995, (UEC Document No. R-1659511), December 12, 1995, and December <br /> 15, 1995. Those results indicated asbestos to still be present in the excavation <br /> bottoms of all 3 locations on site. <br /> Kleinfelder prepared a proposal dated July 5, 1996, and a health and safety plan <br /> dated August 2, 1996, for a reassessment of the three work areas.
