On August 8, 2011, Mr. Wong sent a Notice of Significant Violation dated August 5, <br />2011, by certified mail to the facility (Attachment 6). The notice indicated that the tanks <br />may be Red Tagged in seven business days if interstitial space monitoring was not <br />restored. <br />On August 10, 2011, Mr. Wong received an email from Mr. Daniel Long, with Cordes <br />and Company. Attached to the email was a Court Order appointing Ms. Bellann Raile of <br />Cordes and Company as the receiver "to take possession, custody and control of the <br />assets of Michael A. Dominguez dba Fremont Shell" (Attachment 7). <br />On August 12, 2011, permit application SR0063238 was submitted to replace various <br />electrical and piping penetrations in the tank top and vent sumps.
