During
the inspection, the 89-product annular sensor was replaced on site due to issues with the wiring being unable to sit
properly at the lowest point. Prior to the replacement, the wiring had splicing outside of the junction box. After
replacement of the 89-product sensor, the splicing was still outside of the junction box. This was not installed
according to manufacturer's installation instructions, and is not a permitted repair. All monitoring equipment shall be
installed, calibrated, operated and maintained in accordance with manufacturer's instructions. Immediately repair
the annular sensors, and properly install according to manufacturer's recommendations, and obtain a repair permit if
necessary.
This is a repeat violation, Class Il.
301 HSC 25292.1 UST system is not operated to prevent unauthorized release, including spills and overfills.
Fuel filters in each dispenser were observed to be located outside the under dispenser containments(UDC). The
underground storage tank system shall be operated to prevent unauthorized releases. Immediately contact a
properly licensed, trained, and certified contractor to address fuel filters with a functional component(LG 113-x
listed, if applicable)under permit and inspection of the EHD.
This is a Class II violation.
307 CCR 2631(g), 2632(c)Monitoring system of the interstitial space of a double walled system not maintained.
According to the technician, the 89-annular sensor wires were in poor condition and would get stuck in the riser,
preventing the sensor from being located at the lowest point. The sensor was replaced, with splicing outside the
junction box. This is not installed according to manufacturer's installation instruction, and is not permitted.According
to the service technician, the location of the junction box is not in a position to allow installation of replacement
annular sensors without having to break concrete, and reconfiguring the junction box location.Although the sensor
was replaced and retested during the inspection, it will have to be replaced with splicing to be located within the
junction box. A"UST Retrofit Verification with Inspector Already Onsite"form has been completed and provided to
the operator and contractor.
This is a repeat violation, Class II.
318 CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi.
The 91-product VMI line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of
detecting a 3-gallon per hour leak at 10 psi. The service technician adjusted the leak detector, retested it,and it
passed.
This was corrected on site.
This is a repeat violation, Class II.
FA0001570 PR0231126 SC001 08/02/2018
EHD 23-01 Rev.10/31/2017 Page 4 of 5 Underground Storage Tank Program OIR
1868 E.
