JAN 31 2011 <br /> Lodi, Ca 95240 <br /> ENVIRONMENTAL HEALTH <br /> Subject: Report of Inspection for Lining of Underground Diesel Storage Tank PERMIT/SERVICES <br /> Date of Inspections: 1/11, 12, 13/2011 <br /> Site of Inspection: Same as above <br /> Tank Description: 10,000 Gallon Double Wall Underground Steel Tanks <br /> Tank Number: #16&#17 <br /> Attention: Marty Thorpe <br /> Dear Mr. Thorpe, <br /> As per your request for Engineering Services to inspect and certify two 10,000 gallon underground <br /> diesel tanks for epoxy lining, this author has prepared the following report of the lining procedure <br /> and inspection. <br /> PROCEDURE FOR LINING <br /> SAFETY <br /> Cleaning and lining oft s requires that both lining and inspection personnel enter the confined <br /> spaces of the tanks. The tanks must be fully forced air ventilated before any personnel are allowed <br /> in the tanks.Personnel must be fitted with a safety harness and a retrieval system installed above the <br /> opening. All personnel entering the tanks must wear standard safety gear along with special safety <br /> gear for confined space work. The crew and this author were equipped with all required safety gear <br /> before entering the tanks. <br /> CLEANING and PREPARATION for LINING <br /> The tanks were emptied of all product and rinsed with a hot water and detergent wash. All sludge <br /> and rinse water were handled as contaminated wash water and placed in labeled containers. <br /> Following cleaning,both tanks were sandblasted to white metal.This author inspected the inside of <br /> these tanks after they had been cleaned and sandblasted. Two very small holes of less than 1/32" <br /> were found in the bottom of tank#16. Tank#17 was found to be in very good condition and free of <br /> any leaks.This author inspected both tanks and found them to be structurally sound and suitable for <br /> lining after the Tank#16 was patched. <br /> LEAK PATCHING <br />
