INTRODUCTION <br /> Chapter B specifies internal inspection and assessment procedures to meet the requirements of Federal <br /> Regulation 40 CFR Part 280.21 (b) (1) (ii) which requires that within 10 years after lining, and every 5 <br /> years thereafter, that lined tanks without cathodic protection be internally inspected. If a cathodic <br /> protection system is installed to a lined tank in accordance with section 40 CFR 280.2 1(b)(3) within 10 <br /> years of lining,no future internal inspections are required. <br /> For specific criteria for the addition of cathodic protection to underground storage tank systems, <br /> information is available in the following publications: API RP 1632, "Cathodic Protection of <br /> Underground Petroleum Storage Tanks and Piping Systems" and NAGE RP-02-85-92, "Corrosion <br /> Control of Underground Storage Tank Systems. <br /> Pages 37131,37132,and 37139 of the Federal Register stated the following: <br /> 1) "Comments were also received that indicate the addition of a cathodic protection system to a tank that <br /> was repaired by lining was not necessary and represented a significant additional expense. In view of the <br /> excellent performance record to date with relined tanks,EPA agrees" <br /> 2) 'Data submitted by the commenters and data developed by EPA since the proposal indicate that lined <br /> tanks rarely cause releases to the environment,even in the absence of external corrosion measures" <br /> 3) "The EPA will allow lining alone as an upgrade alternative" <br /> 4) "To use this technique as the sole method for meeting the corrosion protection upgrade,the tank must <br /> be internally inspected after 10 years and 5 years thereafter. The inspection must be conducted in <br /> accordance with a code or practice developed by a nationally recognized association or independent <br /> testing laboratory." <br /> 5) "Currently available data submitted and developed independently by EPA concerning field <br /> performance of tank lining indicate that if these codes (NLPA 631 or API 1631) are followed, the lined <br /> tank will perform very well." <br />
