Cherokee Ln. Lodi, CA 95240 <br />Program: UST <br />SUMMARY OF VIOLATIONS <br />CLASS 1, CLASS 11, or MINOR -Notice to Comply) <br />305. The 91 Bravo float and chain in the UDC# 5/6 sump failed to stop the flow of product at the <br />dispenser when tested. All monitoring equipment shall be maintained to activate an audible and visual <br />alarm or stop the flow of product at the dispenser when it detects a leak. The service technician <br />adjusted the float chain and verified functionality. <br />310. Liquid was observed in the diesel and 87 turbine sumps. If liquid could enter into the secondary <br />containment by precipitation or infiltration, it must be removed and disposed of properly. Take the <br />necessary precautions to ensure that the secondary containment of the UST system is maintained free <br />of liquid. During the inspection the technician removed the liquid from this sump and placed it into the <br />site hazardous waste drum. Continue to ensure that any liquid from the secondary containment sumps <br />are managed properly per California Title 22 Hazardous Waste Regulations. <br />311. The 91 line leak detector failed to detect a leak when tested. All line leak detectors shall be <br />capable of detecting a 3 -gallon per hour leak at 10 psi. The service technician adjusted the leak <br />detector, retested it, and it passed. <br />313. The diesel direct -bury spill container failed when tested. All spill containers shall have a minimum <br />capacity of five gallons and be capable of containing a spill or overfill until it is detected or cleaned up. <br />During the inspection the technician installed a new drain kit and retested the spill container to pass. <br />Complete and submit a copy of the Return to Compliance Certification form with a statement of how <br />each violation was corrected, including supporting documentation, by February 28, 2014. <br />Note: <br />During the inspection, the technician stated that a new VMI 99LD2000 leak detector serial number <br />13081082 was installed on the 91 turbine last Thursday, January 24, 2014, and that a permit application <br />for this work has been submitted to the EHD. If it turns out that a permit application has not been <br />submitted for this work, a failure to obtain a permit violation will be issued. Emergency repairs relating to <br />UST system monitoring and release detection may be performed by a properly licensed, trained, and <br />certified contractor pursuant to the EHD's policy and a permit obtained within one business day from the <br />EHD. All other repairs must have a permit submitted to and approved by the EHD prior to beginning <br />work.
