Cherokee Ln. Lodi, CA 95240 Program: UST SUMMARY OF VIOLATIONS CLASS 1, CLASS 11, or MINOR -Notice to Comply) 305. The 91 Bravo float and chain in the UDC# 5/6 sump failed to stop the flow of product at the dispenser when tested. All monitoring equipment shall be maintained to activate an audible and visual alarm or stop the flow of product at the dispenser when it detects a leak. The service technician adjusted the float chain and verified functionality. 310. Liquid was observed in the diesel and 87 turbine sumps. If liquid could enter into the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. Take the necessary precautions to ensure that the secondary containment of the UST system is maintained free of liquid. During the inspection the technician removed the liquid from this sump and placed it into the site hazardous waste drum. Continue to ensure that any liquid from the secondary containment sumps are managed properly per California Title 22 Hazardous Waste Regulations. 311. The 91 line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of detecting a 3 -gallon per hour leak at 10 psi. The service technician adjusted the leak detector, retested it, and it passed. 313. The diesel direct -bury spill container failed when tested. All spill containers shall have a minimum capacity of five gallons and be capable of containing a spill or overfill until it is detected or cleaned up. During the inspection the technician installed a new drain kit and retested the spill container to pass. Complete and submit a copy of the Return to Compliance Certification form with a statement of how each violation was corrected, including supporting documentation, by February 28, 2014. Note: During the inspection, the technician stated that a new VMI 99LD2000 leak detector serial number 13081082 was installed on the 91 turbine last Thursday, January 24, 2014, and that a permit application for this work has been submitted to the EHD. If it turns out that a permit application has not been submitted for this work, a failure to obtain a permit violation will be issued. Emergency repairs relating to UST system monitoring and release detection may be performed by a properly licensed, trained, and certified contractor pursuant to the EHD's policy and a permit obtained within one business day from the EHD. All other repairs must have a permit submitted to and approved by the EHD prior to beginning work. Failure to obtain the required permit may result in a "Failure to Obtain a Permit" penalty. Immediately confirm that your contractor, Service Station Systems Inc./Able Maintenance has submitted the required permit application and submit a copy of it to the EHD.
