Trevena, R.E.H.S. <br /> San Joaquin County Public Health Services <br /> Environmental Health Division <br /> 304 East Weber Avenue, Third Floor <br /> Stockton, California 95202 <br /> Subject: Diesel Underground Storage Tank and Associated Piping Removal Report (Permit <br /> #SR016959) and Request for Site Closure at GTE Manteca C.O., 430 West Center <br /> Street, Manteca, California. <br /> Mr. Trevena: <br /> At the request of GTE-California (GTE), Environmental Resolutions, Inc. (ERI) has prepared this <br /> report documenting the removal of one 3,000-gallon diesel underground storage tank (UST) and <br /> associated piping at the subject site and requesting site closure. The field work was performed in <br /> accordance with ERI's Interim Corrective Action Work Plan dated December 11, 1998. The UST, <br /> which supplied the facility's emergency generator, was removed by CPEI Corporation (CPEI) on <br /> December 18, 1998, under County permit#SR016959. The UST consisted of fiberglass-clad steel. <br /> The product line consisted of a 1-inch diameter fiberglass-coated metal pipe, measuring approximately <br /> 12 feet long. The UST and piping were transported and disposed of as a Non-RCRA hazardous waste <br /> solid, under State Manifest Document Number 93137289. <br /> Inspection of the tank upon removal revealed no holes, pitting, or signs of leakage. Trident Truck <br /> Line, Inc. of Hayward, California transported the tank to the Ecology Control Industries (ECI) disposal <br /> facility in Richmond, California, for destruction. Mr. Eric Trevena of San Joaquin County Public <br /> Health Services (the County), Mr. Randy Sutton of the City of Manteca Fire Department(the City), <br /> Mr. W.A. Scharpenburg of Tait& Associates, Inc., and Mr. Scott Graham of ERI were on site to <br /> observe the tank removal operations. <br /> Soil samples were collected by ERI from the following locations: <br /> • Two soil samples (S-13-TPE and S-13-TPW) from the bottom of the diesel tank excavation pit at a <br /> depth of approximately 13 feet below ground surface (bgs); <br /> • Two composite soil samples from the soil stockpile (SP-1-[1-4]), dated December 18, 1998 and <br /> January 6, 1999, respectively. <br /> • One composite soil sample from the stockpile of soil upon which hydraulic fluid had spilled during <br /> tank removal activities (SP-2-[1-4]). <br /> 73 Digital Drive, Suite 100, Novato, California 94949-5791 415-382-9105 (FAX 415-382-1856) <br /> Lake Forest • Novato • Seattle <br />
