WRITTEN RESPONSE PLAN FOR THE REMOVAL OF AN UNAUTHORIZED <br /> RELEASE FROM THE INTERSTITIAL SPACE OF DOUBLE-CONTAINMENT UST <br /> SYSTEMS <br /> As required by 23 CCR, Div. 3, Chapter 16, Art. 3, 2632(d)(2) <br /> 1. Upon recognition of a suspected unauthorized release from the primary containment or a <br /> breach in the secondary containment, store personnel will notify the Quik Stop Director <br /> of Environmental Affairs, Mike Karvelot, at(510) 657-8500. <br /> 2. The Director of Environmental Affairs will arrange for a qualified contractor to verify the <br /> suspected breach of primary or secondary containment and/or verify proper operation of <br /> the monitoring system. <br /> 3. Upon confirming the loss of tank system integrity,the tank system will be taken out of <br /> service and product will be removed from the primary container. <br /> 4. The Director of Environmental Affairs will authorize all work necessary under this plan. <br /> Representatives of the tank manufacturer will conduct an inspection of the leaking tank <br /> to determine if repairable. Regulatory Agency(ies)will be notified. <br /> 5. All repairs to the failed tank will be completed pursuant to the requirements of 23 CCR, <br /> Section 2661,under the direct supervision of the tank manufacturer. <br /> 6. Upon completion of repairs,the tank and product line will be precision tested in <br /> accordance with the above regulation. The tank manufacturer will recertify the tank for <br /> ' its intended use prior to bringing the tank back into service. <br /> 7. Unauthorized releases to the interstitial space between primary and secondary contain- <br /> ment will be removed in accordance with procedures specified by the tank manufacturer. <br /> The equipment required to accomplish this task will be designated and provided <br /> pursuant to the tank manufacturer's recommendation. <br /> 8. All hazardous materials and contaminated waste generated by the repair activities will <br /> be properly handled,transported, and disposed of in accordance with all appropriate <br /> State and Local Regulations. <br /> 9.
