All monitoring equipment shall be <br />maintained to activate an audible and visual alarm or stop the flow of product at the dispenser when it detects a <br />leak. The service technician cleaned out the floats and verified functionality. <br />Also on UDC 3/4 the 91 product float was replaced by Service technician, Anthony Reyes, while inspector was on <br />site. It was retested and its functionality was verified. <br />This was corrected on site. <br />This is a repeat violation, Class II. <br />315 <br />HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of (pre -Jul 2003). <br />Liquid was observed in the diesel and 91 submersible turbine pump (STP) sump. If water could enter into the <br />secondary containment by precipitation or infiltration, it must be removed and disposed of properly. The service <br />technician removed all of the liquid from the 91 product and diesel product STP sump. Ensure that all sumps and <br />annular spaces are maintained free of liquid. <br />This was corrected on site. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by July 6th, 2018. <br />Documents provided: return to compliance certification form. <br />Documents reviewed: Monitoring system certification testing report 2015, 2016 and 2017, Secondary <br />Containment Testing report 2016, Employee training log, designated operator monthly reports, alarm history and <br />alarm logs, financial responsibility, letter from chief financial officer, operating permit, monitoring plans, <br />response plan. <br />Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br />documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br />Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br />applicable), and the Owner Statement of Designated Operator Compliance. The UST Owner/Operator: Written <br />Agreement, if applicable, can be stored at the facility or uploaded into CERS. <br />Note: <br />The position of the Annular sensor was verified by calculating the correct length of the core to the sensor.
