RCONTINUATION FORM <br />Page: -3_ of _4_ <br />FFICIAL INSPECTION REPORT <br />Date: 12-24-09 <br />Facility Address: Econo Gas 880 E Victor Rd, Lodi <br />Program: UST <br />Monitoring System Certification was conducted Wed 12-23-09 by BZ Service Station <br />Routine Underground Storage TankTnspection and Monitoring System Certification <br />7. CCR 2712(b): Maintenance and monitoring records not maintained. <br />On alarm history report, there was Fuel alarms on 1-3: Diesel STP Sump dated 12-23-09 at 12:00 PM, 12-21- <br />09 at 4:36 PM and 3:26 PM. There was a Setup Data Warning alarm on 1-7: Disp 1-2 dated 05-27-09, 4:32 <br />PM. There was a Sensor Out alarm on L1: 87 STP sump dated 05-27-09 at 12:47 PM. These alarms were <br />not noted in the facility's maintenance and monitoring records. Correct by submitting Alarm Logs records for <br />these dates and the response to each alarm to SJC EHD within 30 days (01-24-09). Ensure all future alarms <br />are documented on Alarm Logs records by facility's UST operators and maintained on file for 3 years. <br />Monitoring records for Monitoring System Certification test results for testing conducted on 03-03-09 by <br />Afforda-test and 12-11-07 by BZ Service Station were not found on site. Contact your testing company to <br />retrieve a copy of the test results for 03-03-09 and 12-11-07. Ensure monitoring system certification and <br />secondary containment test results are on file for 3 years onsite at the facility. <br />Repeat Violation. <br />11. CCR 2630(d): UST monitoring equipment is not installed or maintained to detect a leak at <br />the earliest opportunity. <br />In Under Dispenser Containment (UDC) 9-10 Diesel, the liquid detection sensor L11 was hanging on a side <br />wall bar. L11 was lifted approximately 1/2 inch above the bottom of the UDC sump. In UDC 7-8, the liquid <br />detection sensor L10 was hanging on the bar. L10 was lifted approximately 1 inch above the bottom of the <br />UDC sump. <br />In Diesel STP sump, the liquid detection sensor L3 was located half way from the sump saddle, hanging <br />from the Junction box conduit piping. L3 was not located properly at the bottom of the sump saddle. All <br />monitoring equipment must be installed and maintained such that the equipment is capable of detecting a <br />leak at the earliest opportunity. Correct immediately by ensuring all liquid detection sensors are located <br />where they would be able to detect a leak at the earliest opportunity. <br />Repeat Violation. <br />Corrected on site by BZ Service Station— located the sensors to detect a leak at earliest opportunity. <br />Photos were taken of the location of sensors in UDC 7-8, 9-10 and in Diesel STP sump. <br />21. HSC 25291(e): Water in 2° containment not removed, analyzed & properly disposed <br />In Diesel STP sump, there was liquid on the bottom of both sides of the sump saddle. In UDC 1-2, there was <br />liquid at the bottom of the sump. If water enters secondary containment by precipitation or infiltration, the <br />facility shall contain a means of monitoring for water intrusion, for removing the water by owner or operator, <br />and provide a means of analyzing the removed water for hazardous substance contamination and means of <br />disposing of the water. Make a determination if this liquid is hazardous according to Hazardous Waste <br />Regulations CCR Title 22 and properly dispose. If hazardous, properly dispose the liquid at an authorized <br />disposal facility. Correct by immediately removing and properly disposing all liquid found in spill buckets, <br />STP sumps and UDC sumps. <br />Corrected on site by BZ Service Station— removed approximately 3/4 gallon of liquid from Diesel STP sump <br />and 1 cup of liquid from UDC 1-2. Liquid was disposed into facility's Hazardous Waste drum. <br />Photos were taken of liquid Diesel STP Sump, liquid in UDC 1-2, and liquid in the manual vacuum pump. <br />ALL EHD STAFF TIME ASSOC TED ITH F I NG TO COMPLY VBY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE ($115). <br />EHD RECEIVED JOB <br />INSPECTOR BY: TITLE:c-70 <br />SAN JOAQUIN COUNTY ENVIRONMENTAL HEALTH DEPARTMENT- 600 E MAIN STREET, STOCKTON, CA 95202 (209) 468-3420 <br />
