SUMMARY <br /> On February 17, 2006, Mr. Willy Ng, Senior REHS, San Joaquin County Environmental <br /> Health Department(ED), received a call from Mr. Taranjit Sandhu, facility operator of <br /> Country Mart Diesel and Gas. Mr. Sandhu said he will be ordering new dispensers soon <br /> and was wondering if he could be granted an extension on the secondary containment <br /> testing, which was due by March 2006. Mr. Ng told Mr. Sandhu that an extension cannot <br /> be granted and that he should do his best to meet the deadline. Mr. Ng also reminded Mr. <br /> Sandhu that his monitoring certification is due by April 2006. <br /> On March 2, 2006, Champion Precision Testing, Inc. (CPT)performed secondary <br /> containment testing at this facility(Attachment 1). Annular#2 and under dispenser <br /> containments (UDCs) 3/4, 5/6, 9/10, 11/12, 14, and 14 satellite failed. On April 2, 2006, <br /> annular#2 was retested by D&S Dragline Services, Inc. and passed (Attachment 2). <br /> Both split tanks were tested on April 17, 2006, by CPT to confirm that neither of the split <br /> tanks was leaking in to or out of annular#2 (Attachment 3). <br /> On April 13, 2006, EHD received a permit application from Mr. Greg Matas with Shields <br /> &Harper and Co. to repair the secondary containment failures and to install a new <br /> monitoring system. This application contained numerous deficiencies. Mr. Matas was <br /> told of the deficiencies and given additional information required for approval. <br /> On June 30, 2006, Mr. Sandhu called and asked for"permission" from Mr. Ng to <br /> postpone his monitoring certification since he is getting ready to replace his dispensers. <br /> Mr. Ng told him that"permission"to postpone testing cannot be granted and that testing <br /> is already past due and that Mr. Sandhu needs to do what he needs to do to get back into <br /> compliance. <br /> 1 <br />
