VI. LEAK INTERCEPTION AND DETECTION SYSTEM
This information is requMgWy thrilnelor vchwic fixe) UST systems constructed per the Alternate Coastruction Requirements of 23 CCR §2633, and only if the Leak
Interception and Detection System (LIDS) dNj_noj meet the volumetric reqniremetits of 23 CCR §2631(d)(1) through (5) when a"uming ibr rainfall and
backfill material, the secondary containrmnt volume is less than IWle of primary lank volume for a single US'l; or in the case of multiple USI': in shared secondary
containment, 150010 of Illclar3m primary tank %vk= or 10% ofamcEato privitary uaik vim" ome, whichever is geater).
ATTACH. -UN ADDITIONAL PAGE TO TI -I Iq PLAN CONTAINING THE rou.mING NIFORMATION:
> The volume of the LIDS in relation to tile volume of the primary container,
The amount of titre the LIDS shall provide containment related to the time bchyccn detection of an unauthorized release and cleanup ofille leaked substance:
Tlic depth from the bottom of the LIDS to the highest anticipated level of groundwalLr:
The nature of the unsaturated soils under the LIDS and flicir abilii), to absorb contaminants, or to allow movement ofconlarn inants;
> The methods and scheduling for removal of all hazardous substances whicit may have been discharged from primary containment and are located in the
unsaturated soils between the prim 2a conlairinwill and groundwalei, including the LIDS Sump.
V11. REPORTING AND RECORD KEEPING
We will report/TLcord any overfill, spill, or unauthorized release from a LIST system as indicated in this plan.
Recordable Releases: Any unauthorized release from primary containment which the UST operator is able to clean up within eight (8) hours after the release was
detected or should reasonably have been detected, and which docs not escape from secondary containment, does not increase the hazard of fire or explosion, and does
not cause any deterioration of secondary containment, must be recorded in llia facility's monitoring records. Monitoringrecoidi, must include:
i The UST operator's :tante and (cluphoric number;
> A list of the rapes, quantities, and concienlraC ions of hazardous substance,-%, released;
> A description of the actions taken to control and cle-an up the release,
> Tile method and location of disposal of the released hazardous substances, and whether a hazardous waste manifest was or will be used;
> A description of actions taken to repair the UST and to prevent future releases;
? A description of themethodused to reactivate interstitial monitoring after replacement or repair of primary conlaininem.
Reportable Releases: Any overfill, spill, or unauthorized release which escapes ftoni secondary containment (or primary containment ifnosecondary containment
exists), increase, the hazard of fire or explosion, or causes any deterioration of secondary containment, is a reportable release. Reportable releases am also recordable.
Within 24 hours after a reportable release has been detected, or should have been detected, we vvill notif , the local agency administering the UST program of the
release, JTjVLsli!AlC the release, and lake immediate mmsurvs to stop t1h;: release. ffricccisary. or if required by the local agency, remaining stored producit1waste will
be removed from the LlSf to prevent further releases or facilitate corrective action. If in emergency exists, we vvill notify the State Office ofErnergencyServices.
release. mu vvill submit to the local agency a full written report containing all of the folloxvin- information to the extent
Within five (5) working days of a reportableI
that the information is known at the time of filing the report:
),, The LIST owner's or Operator's name and telephone number:
> Alist ofthe type s, quantities; and concentrations of hazardous materials released;
The approximate date of the release'
The date on which the release was discovered;
The dale on %vhicb the release was slopped-.
A description of actions taken to control and/or stop the release:
A description ofcol-mcilve and remedial actions, including in vcqti,-,ai ions which were undertaken and will be conducted to determine ill,; nature and extent of soil,
wound water or surface water contamination due to the rcic&w,
> The method(,,,) of cleanup implemented to date, proposed cleanup actions, and a schedule for iniplementin_,;, the proposed actions;
i The method(s) and location(s) ot'dispOSal Of rLICIISLd hazardous Materials and any contaminated soils, groundwater, or surface water.
• Copies of any hazardous waste manifests used for OJT -site transport of hazardous v.-aslLs associated with clean-up activity:
• A description of proposed n)cihcds for any repair or replacement of UST syslem primary/secondary containment systems;
);- A description of additional actions taken to prevent future rukases.
l,ye "ill Jj)IIo%y the reportingF procedures described above if any of the following conditions occur.
following conditions
> A recordable unauthorized release can not be elcanedilp Or is Still under investigation within eight (8) hours of detection:
Released hazardous substances are discovered at the UST site or in the surrounding area:
;;o Unusual operating conditions are observed. including erratic behavior of product dispensing equipment, sudden loss of preduct, or the unexplained presence of
water in the tart):, unless systems equipment is found to be defective and is immediately repaired or replaced, and no leak has occurred.
Nforlitoring results from UST system monitoring quipment/triaheds indicate that a release may have occurred, unless the monitoring cquipmeni is tbund 10 he
detective and is ininwdiaiely repaired, recalibrated, or repla"d, and additional monitoring does not confirm the initial results.
Record Retention: kJonitoring records and written reports of unauthorized releases must be maintained on-site (or ol"ite at a readily available location, if approved
by the local anlicy) for at least 3 years. Hazardous waste shippingidispo*41 records (e.g., manifests) must he maintained for at least 3 years from the date ofshipment.
