<br />HSC 25292.1 UST system is not operated to prevent unauthorized release, including spills and overfills.
<br />The fuel filters under the dispensers are not located to allow drips and leaks to drain back into the UDC. The
<br />underground storage tank system shall be operated to prevent unauthorized releases. Immediately provide approved
<br />secondary containment for the filters under permit and inspection by the EHD.
<br />This is a Class II violation.

<br />The fuel filters under the dispensers are not located to allow drips and leaks to drain back into the UDC. Secondary
<br />containment shall be provided for all single -walled UST components. Immediately provide approved secondary
<br />containment for the filters under permit and inspection by the EHD.
<br />The April 12, 2017 secondary containment test results indicate failures of the following componenets:
<br />STP sumps: 878, 89A, 8913, 91 A, 91 B, diesel
<br />Piping: 87B, 89A, 89B, 91 A, 91 B, dieesl
<br />UDCs: 1/2, 3/4, 9/10, 15/16, 17/18, 19/20, 21/22
<br />A permit for UDC and piping repairs was approved on 11/29/17. No inspections have been scheduled. Work was
<br />observed in progress on the UDCs while on site. No passing test results have been received for these components.
<br />All secondary containment for the UST system must be tight. Immediately have a properly licensed, trained, and
<br />certified contractor repair or replace the failed component under permit and inspect of the EHD.
<br />This is a repeat violation, Class II.
<br />Overall Inspection Comments:
<br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement
<br />documenting the corrective actions that have been or will be taken for each violation, and any supporting
<br />paperwork, by June 14, 2018
<br />Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program
<br />documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST
<br />Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if
<br />applicable), and the Owner Statement of Designated Operator Compliance. The UST Owner/Operator: Written
<br />Agreement, if applicable, can be stored at the facility or uploaded into CERS.
<br />Note: When they fail, the 87, 89, and diesel spill buckets shall be replaced with a spill bucket that has a minimum
<br />capacity of 5 gallons, is protected from galvanic corrosion, and has either a drain valve which allows drainage of
<br />the collected spill into the primary container or provides a means to keep the spill container empty pursuant to
<br />CCR, Title 23, section 2635(b)(1).
<br />Note: Sensor testing, sensor out, power out, positive shutdown, and sensor set up were conducted by the
<br />technician while on site, but were not observed. The ball floats were unable to be verified on site because the
<br />caps won't open.
