Grant Line Road, Tracy, CA <br />Dear Mr. Ng: <br />Walmart Stores, Inc., respectfully requests taking the automated alarm systems out of service for the afore -referenced facility. <br />Assembly Bill 1566 (AB 1566) went into effect on January 1, 2013, which made changes to the underground tank regulatory (UST) <br />program. These changes affect the criteria for regulating tanks in below grade structures and, in this case, the Walmart's Tire Lube <br />Express (TLE) service pit or basement vault at this facility. These changes are reflected in Health and Safety Code sections 25270.2, <br />25281, and 25281.6. <br />Walmart submits this equipment removal for equipment for the afore -referenced facility. This equipment removal will include the <br />removal of the Pneumercator alarm monitoring system from the belowgrade aboveground storage tanks (ASTs) at this store. The alarm <br />panel and sensors will be replaced with pneumatic whistle overfill alarms, as well as a Scully direct vision gauge in the two (2) waste oil <br />ASTs. The Pneumercator alarm systems on the two (2) new oil ASTs will be removed and will be equipped with Scully direct vision tank <br />gauges to prevent overfills during new oil product drop off. We also intend to remove the spill buckets on new oil ASTs and replace <br />them with the standard flip caps. The facility's SPCC Plan will provide more details on the loading and unloading of the new and used <br />motor oil. <br />All sides of the ASTs, as well as the 25 -gallon used oil filter crusher (UOFC) AST, and connected piping will be visually monitored on a <br />daily basis. The interstitial spaces of the tanks will be visually monitored on a daily basis as well.
