Please see the enclosed permit <br /> application submitted by Tanknology to the San Joaquin County <br /> Environmental Health Department. The application is clearly dated June 6, <br /> 2008,a date within the 24 hours following your inspection on June 5,2008. <br /> 3. 18. Diesel T-1 and T-2 spill buckets failed one hour leak test. Immediately <br /> repair and replace the spill bucket with a permit from this office within the next <br /> business day. Immediately discontinue deposition of petroleum into diesel tanks 1 <br /> and 2 until the components are repaired/replaced by a properly licensed, trained <br /> and certified contractor under permit by the San Joaquin County Environmental <br /> Health Department. As you may know,spill buckets are manufactured to <br /> order,with typical lead time requirements of 2-3 weeks. Replacement spill <br /> buckets were ordered and installed as expeditiously as possible. Installation <br /> and testing of the spill buckets was completed on July 3,2008. Prior to <br /> completion of installation,consistent with an approach reviewed with you, <br /> fuel transfer to the dispensers served by Diesel T-1 and T-2 was <br /> accomplished though the manifold connecting those tanks to T-3. This <br /> approach allowed fuel deliveries to be made to T-3 without utilizing the spill <br /> buckets for T-1 and T-2. Upon completion of installation of the new spill <br /> buckets on July 3,2008,verbal approval was provided by your office <br /> allowing use of the new spill buckets,and,therefore,T-1 and T-2,pending a <br /> final inspection by your office of the spill buckets for T-1 and T-2. <br /> 4. 24, 25, 26. The facility is one month late for its annual monitoring test, leak <br /> detector test and spill bucket test. The last monitoring certifications,LD test and <br /> spill bucket test was performed on 5131107. Avoid future occurrences. The <br /> Monitoring Certification,Leak Detector and Spill Bucket test was completed <br /> on June 5,2008,within 5 days of the 5/31/07 date. The delay in scheduling <br /> the tests was attributable to the wrong date of 6/30/08 being entered into our <br /> tracking system. This error has been corrected and will not occur again. <br /> Response to hazardous Waste Inspection Report dated June 5,2008- <br /> 5. 20. Facility failed to state hazardous properties,physical properties and <br /> content in the hazardous waste label for the storage containers. Pursuant to <br /> California Code of Regulation section 66267.34, a haz storage container must at <br /> least have the following information: the word "Hazardous waste,"name and <br /> address of generator, accumulation start date, hazardous and physical properties, <br /> physical state and content. Include all the information on the label according to <br /> Title 22 CCR regulation immediately. The General Manager has added the <br /> two numbers that were missing from the labels. All labels are now complete. <br /> 6. 45 &49. Facility lacks an emergency coordinator and a contingency plan for <br /> the facility. Appoint an emergency coordinator pursuant to CCR section <br /> 66265.52 and prepare a contingency plan according to CCR section 66265.55. <br />
