0
.JUN 2 9 2016
trained, and certified contractor repair or replace the failed component under permit and
inspection of the EHD.
This is a repeat violation, Class II.
As previously discussed, Jones Covey technicians were able to verify that all equipment was
functioning and free of leaks, and have subsequently checked these areas to ensure the
integrity of the Biodiesel system.
12. Water in secondary containment not removed, analyzed, and properly disposed of (pre -Jul
2003).
Liquid was observed in the following STPs: tanks 1, 2, and 3 (diesel) STP sumps. Also liquid
was noted in under dispenser containments (UDC) UDC -23, UDC -24 and UDC -19. If water
could enter into the secondary containment by precipitation or infiltration, it must be removed
and disposed of properly. The facility maintenance representative removed liquid from above
UDCs, and technicians onsite removed the liquid from above STPs. Ensure that all sumps
and annular spaces are maintained free of liquid.
This is a repeat violation, Class 11.
As noted, this was corrected during the inspection. The weekly inspection from May 11,
2016, shows that all secondary containment was clean and dry, and the amount of water
found during the inspection was not enough to trigger a fuel alarm. Pilot personnel will
continue to maintain all secondary containment free of liquid.
13. Spill container failed to contain a minimum capacity of five gallons.
Tanks 1, 2, 3, and 4 direct -bury spill containers failed when tested. All spill containers shall
have a minimum capacity of five gallons and be capable of containing a spill or overfill until it
is detected or cleaned up. Tank 2 spill container was disassembled, cleaned, and retested
with passing results, tank 4 spill container was disassembled, cleaned, and a drain valve
replaced and retested with passing results. A notice to abate was provided to the facility for
the failed spill containers. These spill containers were reinspected with passing results under
EHD oversight on 5-5-16. This was corrected onsite.
This is a repeat violation, Class 11.
As noted, this has been corrected.
Having corrected the violations noted during the inspection, it is our understanding that this matter is
closed and that Pilot is in full compliance with the requirements of the EHD.
