The underground
storage tank system shall be operated to prevent unauthorized releases. Immediately contact a properly licensed,
trained, and certified contractor to make repairs to the UST system under permit and inspection of the EHD.
This is a Class II violation.
308
CCR 2636(f) Failed to maintain a continuous monitoring system that activates an audible and visual alarm.
The Tank #3 Diesel STP sump sensor failed to activate an audible and visual alarm when tested to ensure
continuous monitoring of the tank system. All monitoring equipment shall be maintained to activate an audible and
visual alarm or stop the flow of product at the dispenser when it detects a leak. The sensor was replaced and
retested during the inspection. A "UST Retrofit Verification with Inspector Already Onsite" form has been completed
and provided to the operator and contractor.
This was corrected on site.
This is a minor violation.
315
HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of (pre -Jul 2003).
Liquid was observed in Tank #144 STP sumps. If water could enter into the secondary containment by
precipitation or infiltration, it must be removed and disposed of properly. The service technician removed about a
cup of liquid from the above mentioned STP sumps. Ensure that all sumps are maintained free of liquid.
This was corrected on site.
This is a repeat violation, Class II.
318
CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi.
The 87 line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of detecting a
3 -gallon per hour leak at 10 psi. Immediately have a properly licensed, trained, and certified contractor repair or
replace the failed leak detector (LG 113-x listed, if applicable) and obtain a permit within one business day from the
EHD. If the failed leak detector can't be replaced immediately, there is a possibility that the 87 grade UST system
may be red tagged to prevent fuel inputs.
This is a minor violation.
Overall Inspection Comments:
An inspection checklist was provided to the facility operator on the first day of inspection, May 3, 2018. The
EHD has written the complete report which replaces the initial checklist on May 4, 2018.
Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement
documenting the corrective actions that have been or will be taken for each violation, and any supporting
paperwork, within 30 days of receiving the complete inspection report, June 2, 2018.
FA0006672 PR0505264 SCO01 05/03/2018
EHD 23-01 Rev. 10/31/2017 Page 5 of 6 Underground Storage Tank Program OIR
1868 E.
